Publication of Final Rule on Consular Fees

The Department of State has published a final rule confirming fee changes that went into effect on September 12, 2014. The final rule responds to public comments on those fee changes and will be published in the Federal Register. This rule does not make any further changes to consular fees.

The Department introduced the proposed fee changes on August 28, 2014 and allowed 60 days for public comment on the proposed changes to certain nonimmigrant visa application processing fees, immigrant visa application processing fees, and citizenship services fees. The Department received more than 70 comments in response to the interim final rule, most of which were on the processing fee for formal renunciations of U.S. citizenship, which changed from $450 to $2,350. An analysis of those comments is contained in the final rule.

The Department seeks to recover, as much as possible, the cost of providing consular services through the collection of consular fees. The Bureau of Consular Affairs’ Cost of Service Model calculates the direct and indirect costs of providing consular services and allows the Department to set fees that fully recover costs. The fees changed in September 2014 reflect the cost of each service, as determined by the Cost of Service Model update conducted in 2013.
