The Department of State’s Bureau of Overseas Buildings Operations (OBO) announces the construction award for a new American Center in Rangoon, Burma, to Enviro-Management & Research, Inc., of Springfield, Virginia. For decades, the Rangoon American Center has promoted American values and built people-to-people ties between the United States and Burma. In years past, through its library and countless speaker programs, the Center has exposed thousands of Burmese to the principles of democracy and the value of human rights; provided education and training to democracy and civil society activists; offered English language teaching programs; and informed people in Burma about American politics, society, and culture. The new Center will continue with these activities and offer a modern platform to support those engaged in the country’s ongoing reform process. The new Center will host programs and initiatives that promote key themes critical to Burma’s transition, including national reconciliation and civil society empowerment. The project will provide a new education and outreach facility located in Rangoon, approximately half a mile from the Embassy. The facility will showcase a 140-seat multi-purpose room, meeting spaces, classrooms, and a library for print and electronic media. The project is anticipated to be completed in 2016. The Architect of Record is Yost Grube Hall, of Portland, Oregon. OBO’s mission is to provide safe, secure, and functional facilities that represent the U.S. government to the host nation and support our staff in the achievement of U.S. foreign policy objectives. These facilities should represent American values and the best in American architecture, engineering, technology, sustainability, art, culture, and construction execution.
