Secretary of State John Kerry to launch the 2014 Quadrennial Diplomacy and Development Review (QDDR)

Secretary of State John Kerry will announce the public launch of the Department of State and U.S. Agency for International Development (USAID) review process for the second Quadrennial Diplomacy and Development Review (QDDR) on Tuesday, April 22, at 9:30 a.m. in the Ben Franklin room at the Department of State.

Secretary Kerry will be joined by Deputy Secretary of State for Management and Resources Heather Higginbottom, USAID Administrator Rajiv Shah, and recently appointed Special Representative for the QDDR, Thomas Perriello.

The 2014 QDDR will be the second iteration of the quadrennial strategic review begun under the leadership of former Secretary Hillary Rodham Clinton. It will guide the Department and USAID in becoming more agile, responsive, and effective in the face of traditional and emerging challenges as well as new opportunities.

The 2010 QDDR provided a landmark review that continues to catalyze concrete reforms throughout both agencies. As part of a process of continuous improvement, the 2014 QDDR will identify emerging policy and management priorities and the organizational capabilities needed to maximize the impact and efficiency of this nation’s diplomacy and development investments.

Special Representative Perriello, a former member of Congress (VA-05) who has worked extensively on transitional justice and conflict prevention overseas, recently joined the Department to manage the review and its implementation.

He will work with QDDR co-chairs Deputy Secretary Higginbottom and Administrator Shah to foster a participatory process that engages State and USAID personnel, Congress, interagency partners, thought leaders, business community, and non-governmental organizations.

Media representatives may attend this event upon presentation of one of the following: (1) A U.S. Government-issued identification card (Department of State, White House, Congress, Department of Defense or Foreign Press Center), (2) a media-issued photo identification card, or (3) a letter from their employer on letterhead verifying their employment as a journalist, accompanied by an official photo identification card (driver's license, passport).
