New Constitution writing for Tanzania: Opening speech by the President leads to the choice of a three government structure
The unforeseen challenges highlighted in the presidential speech offer the special parliament for new constitution writing the opportunity to enhance formulation of the proposed new constitution draft in view of optimizing the proposed three government union structure and its delivery of union expectations.
The speech informed very well on the inconveniences the existing two government union structure has
caused to the people of Zanzibar; the achievements of Union Government in solving them; and its belief that the remaining inconveniences could be solved amicably in the near future.
But, the speech didn't address the chronic failure of Zanzibar to contribute its share of membership-cost in the existing two Union government structure, causing burden to mainland Tanzanians and/or unfulfilled union plans as consequence. The difficulty of Zanzibar to contribute its share of cost in the two government union structure is similar and/or exactly same as the main concern by opponents of the three government union structure founded on ground that it would be difficult to mobilize the shares of cost contributions from union members due to inadequate sources of revenue the proposed new constitution draft prescribes union government in the three government structure.
Also, the speech didn't address the adverse consequences anticipated from the constitution of Zanzibar which declares Zanzibar is now a country contrary to the Union agreement that Tanganyika and Zanzibar surrendered their nationalities to establish union Tanzania under two government structures.
Again, the speech didn't address the challenges the existing two government union Tanzania (with Zanzibar which has declared itself a sovereign country now) would face when joining EAC or any other international association in which union matters in union Tanzania are different from union or association matters in EAC or in the other international associations: For example, how union Tanzania under two government structure would participate in EAC if let's say union matters in EAC are 20 and the same in union Tanzania are 11!?
The presidential speech would impacted a lot more if also highlighted on union structure challenges which could arise when any of Tanzania's neighbours like Mozambique, Malawi, Zambia, DRC, Burundi, Rwanda, Uganda or Kenya asks and accepted to unite with Tanganyika or Tanzania. Would the newcomers also enjoy having one of their legs on their own countries and their other legs on Tanganyika like Zanzibar enjoys in the existing two government union Tanzania in which Tanganyika has all its legs in Tanganyika and none in Zanzibar when Zanzibar is enjoying having one of its legs in Tanganyika and the second leg in Zanzibar!?
Also expected the presidential speech would reminded on the benefits the existing two government union structure offered ordinary citizens in Zanzibar and Tanganyika throughout the 50 years it existed, the benefits proposed three government union structures wouldn't offer.
The most important to conclude from the presidential speech (which was more focused on building a case for the rejection of the proposed three government union structure in favour of the existing two government one and founded on fear of encounter with the new, more difficult challenges) is that choice should be the proposed three government structure because it is the one which would deliver union expectations more effectively than the existing two government structure would, due to the fact that shortcuts rarely lead to success and facing the toughest challenges head on is what would drive union Tanzania up to the highest level of achievements.
Generation of new Constitution which delivers the maximum of union expectation only requires the Special Parliament responsible for new constitution writing to invest all diversity of expertise it is equipped with and effort in the generation of optimal answers to the challenges which could be encountered in the implementation of the proposed three government structure on which the desired new constitution would be founded on.
If additional time on the job is required it should be provided because the cost-benefit comparison is equivalent to a drop of water-masses of water in the ocean comparison.
