Dear Odhiambo,

I wanted to extend heartfelt thanks for the opportunity to participate and share solutions in TCKC's 2nd Consultative Forum. I think I speak for everyone when I say it was a great success. We look forward to building on the momentum of the conference and taking action on the various resolutions in whichever way we can. I also wanted to pass congratulations on all of our behalf on the birth of your son Joshua Joseph who we know will be a very valuable addition to the team!

As you know from our discussions in Kibera and at the Forum we are holding a clean-up for our new site in Laini Saba/Lindi on the weekend of the 8th in partnership with the Usalama Youth Reform Group and our other community partners (Slumcare and Ndovu CBOs). We would be honoured if the TCKC was represented and able to participate and support the clean-up in some format as we take concrete steps to turn words into action.  

We are currently mobilising for this event including sensitisation of residents, community groups, local and regional representatives for the event as well borrowing of clean-up materials from friends and partners (boots, gloves, rakes, bags etc.). We would love to get your input on how best TCKC might be able to support and/or connect us to interested partners in this endeavour. 

One specific thing that was discussed was whether NCC would be able to provide a garbage collection truck for the event which would enable us to pack the waste and dispose of it in an approved manner rather than pushing it downstream (which is really the only other option). Any advice on how to follow up on that pledge?

Former British prime minister Tony Blair arrived in Malawi on Thursday and met President Joyce Banda at Sanjika Palace in Blantyre where he praised one of only two female heads of state in Africa, for pulling her impoverished country back from the economic brink after a political crisis.

Blair, who heads the non-profit African Governance Initiative, landed in Malawi's commercial capital Blantyre and headed directly to a meeting with President Banda .

The former British PM said he admires and respect President Banda on how she has set out her task and transformed Malawi  in a short time by taking critical reforms.

"There is sense of hope as President Banda will help uplift the lives of the people," he said, adding "There is an enormous amount of hope and expectation. These are challenging times, difficult times of course."

Banda moved into the top job in April after the death of her erratic predecessor Bingu wa Mutharika.

Major donors such as Britain and the United States restarted aid programs following Banda's accession.

The President applauded the cordial relationship between Malawi and Britain. She thanked the former British Prime Minister for the moral support rendered during the transition.

In their discussions, President Banda outlined Malawi's vision under her leadership which is to eradicate poverty through economic growth and wealth creation.

The Malawi leader also said she is ommitted  to see Malawians enjoy their freedom, dignity and maximise their capacity to realise their social, political and economic  empowerment.

President Banda also outlined strategies that have been employed to realize the vision that include  putting in place an Economic Recovery Programme to deal with challenges of political and economic governance that her administration found in government.

The Malawi President outlined areas the former Prime Minister can be of help to the country such as to mobilise private and development finance to participate in fostering political, social and economic development in Malawi.

She also pointed out that Blair can help to mobilise transfer of skills, capital and technology from
rich nations to Malawi.

And that Blair can help to raise the business profile of the country as a favourable
investment destination.

On Friday morning, Blair will attend roundtable discussions with the southern African country's Trade and Industry Ministry officials and those from the Malawi Confederation of Chambers Commerce and Industry (MCCCI) on the subject Investment in Africa.

Blair becomes the second high-profile official to visit Malawi after U. S. Secretary of State Hillary Clinton, who set her foot on Malawi soil in early August.

In reference to security alerts in circulation, Jamia Mosque Committee
wishes to inform all Kenyans that there is no demonstration called at
the mosque before and after Friday Prayers to protest the killing of
Sheikh Aboud Rogo.
As per our knowledge, no Muslim leader has also called for protests at
any mosque in Nairobi, Mombasa or any other part of the country.

The mosque has also enhanced security around the premises to prevent
criminal groups from taking advantage of the situation to indulge in
activities which will break the law and threaten the existing peace.

[wanabidii] ICT for Rural Economic Development: Five Years of Learning

This publication summarises the main lessons about the use of ICT to boost (rural) economic development that IICD and its partners learned between 2006 and 2010. It builds on an IICD publication entitled 'ICTs for agricultural livelihoods' which provides an in-depth analysis of our lessons up to 2006. Special attention is given to the upscaling of projects, which began in 2006. Some lessons are sector-specific, but most can also be applied to other sectors like education and health. We summarise the lessons that stand out, confident that the experiences and aspirations of our partners, as well as those of IICD, will guide us in the next period to come.

Individuals, families, communities, organisations and sectors can all benefit from accessing relevant information and communication tools. The experiences of our partners demonstrate that the multiplicity of effects and lessons can be better grasped when they are looked at from the individual, organisational and sector level.

[wanabidii] New Directions in Dental Anthropology: Paradigms, methodologies and outcomes

This book contains papers arising from a symposium held during a combined meeting of The International Union of Anthropological and Ethnological Sciences (IUAES), The Australian Anthropological Society (AAS) and The Association of Social Anthropologists of Aotearoa New Zealand at the University of Western Australia from July 5-8th, 2011. It follows on from a recently published Special Issue Supplement of Archives of Oral Biology, Volume 54, December 2009 that contains papers from an International Workshop on Oral Growth and Development held in Liverpool in 2007 and edited by Professor Alan Brook. Together, these two publications provide a comprehensive overview of state-of-the-art approaches to study dental development and variation, and open up opportunities for future collaborative research initiatives, a key aim of the International Collaborating Network in Oro-facial Genetics and Development that was founded in Liverpool in 2007.

The aim of the symposium held at The University of Western Australia in 2011 was to emphasise some of the powerful new strategies offered by the science of dental anthropology to elucidate the historical lineage of human groups and also to reconstruct environmental factors that have acted on the teeth by analysing dental morphological features. In recent years, migration, as well as increases and decreases in the size of different human populations, have been evident as a result of globalisation. Dental features are also changing associated with changes in nutritional status, different economic or social circumstances, and intermarriage between peoples. Dental anthropological studies have explored these changes with the use of advanced techniques and refined methodologies. New paradigms are also evolving in the field of dental anthropology.When considered together with the recent special issue of Archives of Oral Biology that highlighted the importance of research approaches focused at both the molecular and phenotypic levels, it is clear that we have now reached a very exciting stage in our ability to address key questions and issues about the normal and abnormal development of the dentition, as well as the diseases that commonly affect our teeth and gums.

That the media is an essential tool in any functioning democracy is not in doubt. What are the motives behind the various contents contained in the media? This question of motives becomes more pronounced during the electioneering period as is the case in Kenya.

Has the media in Kenya considered analyzing the content of campaign adverts to gauge their motives apart from selling the politicians' and political parties' manifestos? Could the content of these campaign adverts generate some sort of indicators that could be used to sound alarm bells on whether they are promoting peace and harmonious coexistence or fuelling violence? This is critical given that adverts enable individuals and groups to say what they want to say the way they would want their audiences to receive the information.

Indeed, it is no secret that persons with political ambitions set up media outlets. They depend on them for constant positive coverage and visibility. There is a direct link between the quest for political office and the quantity of media clout, presence or manipulation that a candidate commands. While this might be the case, the nation comes first and the content that is printed and/or broadcast should promote peace and harmony.

This study identifies opportunities to train CHWs more cost effectively through technology-enabled multimedia content that leverages visuals, videos, or audio. It also highlights the potential to create open, easily sharable digital content that could act as a crucial ingredient for new approaches to training and learning in the future. The report walks through existing approaches to CHW training and content development, current uses of mobile technology, and emerging evidence on effective approaches to training, highlighting advantages of digital and multimedia content for scale.

In addition to their effectiveness and appropriateness, according to the report, the use of blended approaches to training would require less time and personnel than conventional approaches, and are more cost-efficient to scale: the projected cost of content and instruction necessary to meet the demand of one million trained CHWs in sub-Saharan Africa would be approximately 75% less using a blended approach than the cost to scale using traditional methods. The report also found that an estimated 80% of training content is transferable between countries, suggesting that customising training content to local contexts - including adjustments for language, culture, and literacy - may not be as big a barrier as perceived.

French company in corruption scandal to supply BVR kits

A French IT company that was caught in a corruption saga in Nigeria about eight years ago is now primed to supply the biometric tender registration kits to the electoral body.
According to sources, Safran Morpho has been picked to supply the biometric voter registration kits for the Independent Electoral and Boundaries Commission. This is after the Canadian company, Code Inc., was left out because it could not manufacture the kits in time for the exercise.
Safran Morpho, previously Sagem S. A. is understood to have already ordered up to 15,000 parts of the BVR kits from Dell, an American multinational computer technology corporation. The company was among the bidders for the IEBC tender that was cancelled. It however did not make it to the shortlist that included 4G of India, Symphony of Kenya, Face Technologies of South Africa and Ontrack Innovations of Israel.
It was represented in the IEBC tender opening by a B. Ravier, Francis Cito and Jacob Chuwa. All the three did not respond to our queries yesterday. The French company had also not responded to our e-mail questions sent to its headquarters in Paris, France by the time of going to press.
The company had participated in the Sh8 billion third generation National Identity Cards tender that was nullified by the Public Procurement Review Administrative Board after the Ministry of Immigration forged minutes.
The government of Canada is procuring the BVR kits for IEBC in what is termed as "a government to government deal" with Nairobi in which the former is giving Kenya a Sh4.6 billion loan.
The Kenya government offered to assist IEBC procure the kits after the original tender was cancelled. IEBC chairman Ahmed Issack Hassan told two parliamentary committees that the tender was cancelled because the first two shortlisted firms, 4G and Symphony did not meet the integrity test while the other two, Facetech and Ontrac had quoted above budget.
Safran Morpho, then trading as Sagem S. A, was caught in a web of corruption in Abuja, over which the Nigerian president Olusegun Obasanjo sacked some ministers for taking bribes.

The outbreak of quasi- political, inter-clan and ethnic conflict in northern parts of Kenya during August, as well as the religion-targeted violence in Mombasa is the result of government failure, pure and simple. The inertia and dithering by key security organs in responding to the situations lends credence to the charge that the government is complicit in the bloody chaos that have shattered returning calm and sent us back to the precipice of self destruction.

The bloodbath in Wajir and Tana River, the attacks in Turkana, and the palpable tension turned religious in Mombasa were predicable going by the alarms raised by independent analysts and observers. South Consulting, which monitors the implementation of the National Accord signed after the 2008 post election violence, has warned severally against the slow pace of reforms and the potential threat to security and democratic elections.

In its last report, released in May, for instance, the group flagged the inability to "detect election-related conflicts early to enable stakeholders respond early and effectively – including taking action to mitigate conflicts." It is not alone. There are multiple lobby groups, research and advocacy NGOs engaged in monitoring the countdown to the elections and "conflict mapping" that have raised the red flag but the government remains slow footed.

These NGOs, including PeaceNet Kenya, which is a rapid response mechanism of the civil society and government agencies, have their ear to the ground and are often quicker in responding to threats than the government. What they lack are the coercive instruments of state needed for effective intervention.

These groups have mapped out the hotspots in the country and their causes — and predictably violence has erupted in these areas. The northern Kenya violence, for example, was related to the recent demarcation of boundaries even though it can be traced back to traditional ethno-political rivalries and competition for resources.

The fault lines of the boundaries disputes are still smoking despite the petitions being thrown out of court. Has the state been listening to the early warning signs and other intelligence of these advocacy groups besides its own in responding to the threats to peace? With conflicts proliferating everyday, security has to be the top priority for the government over anything else between now and the elections.

Yet it is obvious that state security machinery is overstretched by the demand for peacekeeping, peace building and conflict prevention. The resources at the disposal of the security agencies in performing their tasks, apart from the NSIS, are meager. It may well be that citizens take a more proactive role in their own security – whatever happened to community policing? - and the state's role is reduced to that of a back-up or consultant if peace and order are to prevail.

But that cannot happen if the state is not responsive and honest in its dealings. Thus far, there is overwhelming evidence that the state's effectiveness in providing security or responding to situations is hamstrung by vested interests and less-than-good considerations. The swiftness and independence expected of the police is missing.

Yet the delayed appointment of new inspector general of police, hyped and politicized as it has been, is unlikely to cure this failure. With barely four months to the most complex election ever, a new command for the Police will be under pressure to deliver on such high expectations that it will automatically disappoint.

The likely consequence is a blame game and worse chaos. In the circumstances, interim transitional measures must be conceived now to revitalize the police force as is to enable them perform their duties through the forthcoming elections. The operative word here is independence.

And that onus rests on President Kibaki who must show some leadership and save this country from another bloodbath under his watch. It begs reason why Kibaki would submit nominees for the police service commission that are clearly unqualified according to the constitution when he has at his disposal the competent advice of the Attorney General? Why does the president serially flout the constitution by making unlawful appointments or defying the courts? Why is his administration unable to enforce the law and protect the citizens?

The assassination of Sheikh Aboud Rogo, suspected of terrorist links, that triggered the unprecedented Mombasa riots, is symptomatic of the failed rule of law in Kibaki's administration. The government's record of handling citizens alleged to be associated with terrorist activities is appalling. From renditions foreign jails to mysterious deaths, it would seem that Kenya's security operations are an appendage of alien forces.

That track record lends credence to claims of state complicity in the heinous murder. Worse could happen that would put paid the bid for peaceful and credible election that began with the lighting of the peace torch this week at Bomas of Kenya. Tensions in other regions could snap into similar chaotic expressions as the Mombasa demonstrations if the state does not appear even-handed in the treatment of its citizens. The state must demonstrate equity in its policies, resource distribution and law enforcement. That's the essence of the new constitutional order.

Tuzo ya Burt ya Fasihi ya Kiafrika ni Mradi ulioanzishwa na Shirika la
Kimataifa la Elimu, CODE kwa ufadhili wa Bwana Bill Burts ambaye ni
Mkanada.
Madhumuni makubwa ya Mradi huu ni kuwezesha upatikanaji wa vitabu vya
kujisomea vitakavyowasaidia wanafunzi walioko katika shule za msingi
kujifunza Kiingereza ili kujiandaa kwa elimu ya sekondari ambayo
inatolewa kwa Kiingereza.
Aidha vitabu hivyo vinalenga katika kuhamasisha usomaji miongoni kwa
vijana, pamoja na kukuza uchapishaji na fasihi ya Kiafrika. Zaidi ya
hayo, Mradi unalenga katika kutambua waandishi bora wa Afrika na
vitabu bora kutoka Afrika.
Hadi sasa Mradi umeweza kuchapisha vitabu aina 9 ambavyo ni:

jirani za Afrika Mashariki.

4. Tuzo hii imewezesha kutambua waandishi mahiri wa lugha ya
Kiingereza.
5. Tuzo hii inaunga mkono Mkukuta kwa kutoa mafunzo kwa wadau na
kutoa zawadi nono kwa washindi.

6. Kwa kupitia Tuzo hii waandishi wa Kitanzania wamehamasika
kuandika miswada ambayo inahaririwa na kuchapishwa kwa ubora wa hali
ya juu.

7. Warsha za waandishi zimewawezesha kujifunza mbinu za uandishi
wa riwaya kwa Kiingereza.

8. Serikali imeweza kuutambua Mradi na kumshukuru mfadhili wa
Mradi, jambo linaonyesha heshima kwa mfadhili huyo.

9. Aina 3 za vitabu chini ya Mradi vimeteuliwa kutumika kama
vitabu vya fasihi ya kiingereza kwa madarasa ya kidato cha 3-4 na 5-6
kuanzia Julai 2012. Vitabu hivyo ni Face Under the Sea, The Best is
Yet to Come na Tree Land the Land of Laughter.
Changamoto
- Wachapishaji wengi wa vitabu wako katika miji mikubwa na
hasa Dar es Salaam. Mikoani kuna wachapishaji wachache sana. Hali hii
inawafanya waandishi chipukizi kutoka mikoani kushindwa kushiriki
katika mashindano.
- Waandishi wengi hawana mafunzo ya kutosha na mbinu mbali
mbali za uandishi kuwawezesha kuandika miswada iliyo bora.
- Tuzo hii inapata ugumu wa kuwafikia waandishi wengi zaidi
hasa walio pembezoni mwa nchi.

Wito unatolewa kwa wachapishaji walioko mikoani kutafuta waandishi
chipukizi na kuwasaidia ili waweze kushiriki.

The Information Economy Report 2011: ICTs as an Enabler for Private Sector Development(PSD) is the sixth in the flagship series published by the United Nations Conference on Trade and Development (UNCTAD).

The report finds that many national and donor strategies related to PSD currently fail to take adequate account of the ICT potential, which has greatly expanded thanks to changes in the global ICT landscape. The Report then makes policy recommendations on how to remedy this situation.

Refer the above mentioned Subject.

Remember the Government of Republic Union of Tanzania announce on
26.08.2012 is the day of counting people [censer] for all living
visitors in Tanzania. This is legal order for Beural Statistics No: 1
of 2002.

Because for this day any people who sleep at your House, Hotel, or
residence apartment on 26.08.2012 he or she must be accountable in
this censer. Also all people must answer this Question from the Censer
Officer.

ORDER
If your refuse to be countable or stop censer Officer to do the job of
counting people from 26.08.2012and 7 days more its is criminal
case,then you will be charged in the court and fine with sentenced in
prison for 6 month. Then please give all assistance Censer Officer
what he or she need.
