U.S.-China Counterterrorism Dialogue

Ambassador Tina Kaidanow, Coordinator for Counterterrorism, led a U.S. delegation to Beijing for the U.S.-China Counterterrorism Dialogue August 4. Vice Foreign Minister Cheng Guoping from China’s Ministry of Foreign Affairs led the Chinese delegation.

The two sides reaffirmed their commitment to address the shared threat that terrorism poses to both countries and the international community. During the dialogue, the two sides reiterated their opposition to terrorism in all forms and agreed on the importance of promoting peace and prosperity in regions around the world. Both sides sought to identify practical ways to strengthen cooperation on counterterrorism including on how to address the transnational flow of foreign terrorist fighters, address terrorist funding networks, and increase information exchange on terrorist threats.

Toward that end, both sides committed to meet soon to discuss best practices on stemming the illicit flow of chemical precursors and dual-use bomb components used by terrorists worldwide in improvised explosive devices (IEDs). The U.S. delegation stressed the need for China to take a comprehensive approach to countering violent extremism (CVE) that protects individuals’ freedoms of expression and religion; addresses local grievances that violent extremists can exploit to radicalize and recruit individuals; and ensures educational and economic opportunities for marginalized communities.
