The Department of State announced an amendment to the Foreign Terrorist Organization (FTO) and Specially Designated Global Terrorist (SDGT) entity designation of Harakat ul-Mujahidin (HUM), pursuant to Section 219 of the Immigration and Nationality Act and section 1(b) of Executive Order (E.O.) 13224. The Department has amended HUM’s designation to add the following alias: Ansar ul-Ummah. The Department of State has also reviewed the FTO designation of HUM and maintained it, in accordance with Section 219 of the Immigration and Nationality Act. The consequences of the FTO and E.O. 13224 designations include a prohibition against knowingly providing, or attempting or conspiring to provide, material support or resources to, or engaging in transactions with these organizations, and the freezing of all property and interests in property of the organizations that is in the United States, or come within the United States or the control of U.S. persons. The Department of State took these actions in consultation with the Departments of Justice and Treasury. HUM is a Pakistan-based terrorist organization that seeks the annexation of Kashmir into Pakistan and poses a direct risk to U.S., Afghan, and allied interests in Afghanistan. The group operates in Pakistan, and engages in terrorist activity in Kashmir, India, Pakistan, and Afghanistan; its membership composes an estimated several hundred armed supporters. HUM also operates terrorist training camps in eastern Afghanistan and has conducted a number of operations against Indian troops and civilian targets in the Kashmir region. In 2005, its attacks in Kashmir killed at least 15 people, and in 2007 Indian troops were killed in a firefight with HUM militants in the area. In 2013, a court in Britain convicted on terrorism charges three individuals alleged to have trained in HUM camps in 2009. In 1997, the Department of State designated HUM as a Foreign Terrorist Organization. Since the original designation occurred, HUM has repeatedly changed its name in an effort to avoid sanctions. Most recently, HUM created Ansar ul-Ummah as a front organization, claiming that the group was an organization for the preaching of Islam, politics, and social work. |
