On January 6, 2016, the Office of Shared Services, in the Department of State’s Bureau of Human Resources, became the first human resources services provider in the federal government to receive the International Organization for Standardization’s (ISO) certification for quality management, ISO 9001:2008. The ISO 9000 family addresses various aspects of quality management, including customer focus, leadership, engagement, evidence-based decision-making, and relationship management. The Office of Shared Services, located in Charleston, South Carolina, provides position classification, recruitment, staffing, and personnel action services for over 32 client bureaus and offices in the Department. The 75-person center offers Department-wide services, such as employee and annuitant services and the employee voluntary leave bank. It also manages several enterprise programs, including the Pathways Programs, Department internships, the Recent Graduates Program, and the Presidential Management Fellows (PMF) Program. The Office of Shared Services has set the standard for human resource management in the federal government across the range of ISO quality management principles by putting customers first and operating efficiently and transparently. The certification process involved an 18-month implementation period as well as a comprehensive external audit by an internationally accredited management systems’ company, Orion Registrar.
