Ambassador William R. Brownfield, Assistant Secretary of State for the Bureau of International Narcotics and Law Enforcement Affairs (INL) and Michael Botticelli, Deputy Director of the Office of National Drug Control Policy (ONDCP) will co-lead the U.S. delegation attending the high-level session of the 57th Commission on Narcotic Drugs (CND) in Vienna, Austria March 13-14, 2014.  The regular session of the CND will take place March 17-21. The CND serves as the premier policy-making drug control body within the United Nations system.  This year’s CND marks five years since the adoption of the 2009 Political Declaration and Plan of Action on drug control.  The high-level session will review progress achieved and identify new challenges and emerging drug control trends in preparation for the 2016 UN General Assembly Special Session (UNGASS) on drugs. The United States, through its participation at the CND, will promote cooperation among all member states of the United Nations to share best practices in treating drug abuse, to develop effective governance, and to counter transnational organized crime. Also, the U.S. delegation will work with international partners to develop a coordinated response to the challenge posed by new psychoactive substances (NPS).  NPS are synthetic drugs sometimes referred to as "legal highs;" substances without medical or scientific use that pose a public health threat, yet are mostly unregulated internationally.  By some estimates, as many as 200 new uncontrolled substances emerged last year.  These synthetic drugs can be produced anywhere, posing an increased law enforcement challenge.
