Is it incompetency from the County leadership or our Country was not prepared enough for devolution? The level of misappropriation of resources in MOST Counties is getting so rampant. If this trend doesn't thaw, the quest by governors to increase funds to the Counties will fizzle out. Just like what former President Moi said at Barngetuny's burial, the worst is on the way when citizens will start regretting for supporting the current constitution. To be honest, devolution has turned to be an elephant in the pew. To sum it, the status of our nation is justifying almost all predictions 'prophecies' made by Nyayo more than a decade ago.
