Peace can only be realized here in the absence of Museveni and Kagame. It is
not so difficult when all men, women and the youth of the regionals come to a
concensus that ENOUGH is ENOUGH. It is because they are not super-natural.
This goes the same to their rich sponsors from both East and West.
These two dont have balls bigger than all of the rest. But if they do, then
their balls MUST be bursted.
Africans cannot lie soooooo low to accept this much of stupidity, especially

Uganda, Kenya scuffle over Migingo again; Ah, we had forgotten that one
To appreciate the Migingo issue, you have to hang out with fishermen.
Yesterday, a story in Uganda's Daily Monitor caught my eye. It was entitled "Uganda, Kenya police officers in shootout at Migingo Island".
Yes, sparring between Uganda and Kenya over that rocky island, which is the size of a big village, is still going on. The Uganda police deny there was any shooting, only a scuffle of some sort.
In summary, the story went like this: The Uganda police found a Kenyan with Yamaha and Suzuki boat engines.
Since Kenyan authorities don't permit the sale of those types of engines, the Ugandans concluded that he could only have stolen them. Things went downhill very quickly from there.
Part of this story is about that niggling dispute over Migingo. Both Ugandan and Kenyan politicians have said some funny and hurtful things over Migingo.
My favourite, is also the one that many consider the most ridiculous. It came from Uganda's President Yoweri Museveni, who said the island belongs to Kenya, but the fish and water belong to Uganda.
People never stopped laughing, but the man had a point.
He was thinking almost like a fisherman. Fishermen do understand that there is a border in Lake Victoria waters. But they also know that the fish don't have passports.
You can claim the water, but not the fish — they are stateless creatures that move around freely in total disregard of borders. And fishermen don't go by our logic. So my interest today is not the island, the fish, the water, but the fishermen.
"EARLY ADAPTORS"
Some years ago you will recall, the leaders of the East African Community decided that they wanted to speed up a political federation.
However, some EAC members, notably Tanzania, thought the time was not right, and that the matter should be tested, so committee was set up to go around asking East Africans what they thought of the matter.
When the committee spoke to the fishermen, they heard the same message: They were told that the politicians were behind the times; that the thieves who steal their fishing boats and nets had already federated.
A boat stolen in Kisumu, for example, was quickly taken to Mwanza in Tanzania and sold there. A boat stolen in Mwanza was taken to landing sites in Uganda. And boats stolen in Uganda were brought and sold in Kisumu. The criminals are early adaptors in matters of regional integration. Marxists would call them the vanguard.
Every so often you hear stories of Kenyan fishermen arrested fishing illegally in Tanzania's portion of Lake Victoria. You never hear about fishing boat thieves being arrested.
You would, therefore, think that the fishermen want the authorities to police the waters more strictly. No, you and I would think like that. They want freedom of movement and fishing over all of the lake because if a Kenyan fisherman from Kisumu could fish freely up to Mwanza, then he would be able to see that it was his stolen boat on sale in Mwanza.
FISHERMEN ARE SUPERSTITIOUS
In other words, they wanted the same opportunities as the criminals. Very asymmetrical thinking.
Fishermen are superstitious. Some years ago, I took a trip to a fishing island deep in Lake Victoria. There are no women on the island because, the fishermen believe, women bring "bad luck".
We left as the night approached, and I was mesmerised watching the chaps navigating around the dangerous rocks in Lake Victoria using the stars!
It was a boat, not a yacht, so there were no toilets. When the fishermen wanted to take a short call, they would just stand at the edge of the boat and do their thing.
Not knowing the ways of the fishermen and travel on the lake, I had sat in the wrong part of the boat. It was a windy night, so their urine would be blown back and splash all over me.
I was in desperate need of a bath by the time we reached the island. Let me just say a fishing island, full of drunken fishermen, is not a place for the faint of heart.
To appreciate the Migingo issue, you have to hang out with fishermen. They have their own laws.
The problem with Migingo is that Uganda and Kenya took there police officers and soldiers, symbols of authority that just get in the way of fishermen — the state.

Machar jets in to meet Uhuru over peace process

Kenya: Former South Sudan vice president and rebel leader Riek Machar is in the country on the invitation of President Uhuru Kenyatta to meet regional leaders and discuss the peace process with President Salva Kiir's administration.
"Upon his arrival in Nairobi, Dr Machar met with the Kenyan envoy to the IGAD-sponsored peace talks, Gen Lazarus Sumbeiyo, and they discussed the agenda for the expected meeting between him and President Kenyatta," Machar's spokesperson, James Gatdet Dak, said, as quoted by Sudan Tribune on Tuesday.
Dak said Machar also met with his officials based in Nairobi and briefed them on the roadmap agreement he signed with President Kiir and the purpose of his Kenyan visit.
Kenya is playing host to 11 former detainees who were released by Kiir's government and handed over to Uhuru.
Those released this month are General Okiech Pag'an Amum, Ambassador Ezekiel Gatkuoth Lol, General Ajak Oyay Deng, and General Dr Atem.
Others who were released in January are Deng Alor Kuol, Gier Chuang, Kosti Manibe, Chol Tong Mayay, Cirino Hiteng, Madut Biar Yel and John Luk Jok. They were handed over to the Kenyan authorities.
After his visit to Nairobi, Machar is expected to fly to Khartoum for talks with Sudanese officials on the stalled peace process in Addis Ababa.
Dak said Machar's meeting with the Kenyan top leaders "may take place any time soon".
By the time of going to press, Machar was due to meet Foreign Affairs Cabinet Secretary Amina Mohammed and later hold talks with President Uhuru.
Earlier this month, Machar and Riek signed a peace deal in Ethiopia aimed at ending the five-month bloodshed.

Anti-corruption authorities are seeking to prosecute five fresh suspects involved in Anglo Leasing-type contracts.
The charges relate to tenders worth Sh65 billion which were either outrightly fraudulent or which involved over-valuing of goods sold or services rendered.
Although the Ethics and Anti-Corruption Commission chairman, Mr Mumo Matemu, said that files with the recommendation to prosecute will be given to the Director of Public Prosecutions in a matter of weeks, he declined to identify the suspects he has recommended for prosecution.
But they will likely come from the pool of suspects who have previously been named in connection with the dubious transactions that have cost tax payers billions of shillings.
The announcement comes when the government is under pressure to demonstrate seriousness in the fight against corruption. Locally, opposition coalition Cord has threatened mass action unless the Jubilee administration shows there is tangible progress in the fight against graft.
Internationally, Kenya wants to borrow money from the European bond market.
Previously, there has been reluctance to prosecute the so-called big fish, with action being limited to managers who authorised transactions and not political bosses or the shadowy wheeler-dealers.
Last week, President Kenyatta authorised the Treasury to pay Sh1.4 billion to two firms whose contracts had been the subject of investigations for nearly a decade.
Mr Kenyatta said he was forced to do so because a court had ordered Kenya to pay up. However, he promised investigations and prosecution of those involved in the transactions.
On Monday, Mr Matemu said: "We are also going on with more investigations by starting the process of seeking assistance from international partners by looking for evidence for criminal prosecution and asset recovery through The Asset Recovery Inter-Agency Network."
He said that investigations into Anglo Leasing-type contracts had been ongoing, pointing out that the EACC had made the progress following the signing of mutual legal assistance deal with different countries. "The files we are going to forward to the DPP involve both local and foreign suspects."
Legal assistance
Investigations into most Anglo Leasing-type cases had nearly stalled due to lack of mutual legal assistance agreements but these came into force with the implementation of the Constitution.
"Apart from the new five files, we have another five Anglo Leasing cases files which are still pending in court; one has been finalised and another is pending for constitutional reference," he said.
Last week, Treasury Principal Secretary Kamau Thugge told the Public Accounts Committee (PAC) that the payment to First Mercantile Securities Corporation and Universal Satspace was wired by the Central Bank to an account at Natwest Bank in London.
Both firms are associated with businessman Anura Pereira who is demanding an additional Sh3.05 billion from the government.
Deputy Solicitor-General Muthoni Kimani and Dr Thugge told PAC that the government had received a notice of claim for Project Flagstaff, linked to the National Intelligence Service (NIS).
LSK's bid to block Anglo Leasing payments flops

The Court of Appeal yesterday refused to stop the Government from making any further payments to companies in Anglo Leasing-related contracts.
The Law Society of Kenya wanted the court to restrain Treasury from releasing a further Sh3 billion but three judges handling the case said the lawyers had not tabled any evidence to prove that the payment was imminent.
Lawyer James Mwamu for LSK said the lawyers were apprehensive that the Government was likely to pay Sh3 billion following recent demands by businessman Anura Perera whose company has already been paid Sh1.4 billion.
"Our fear is that the demand for Sh3 billion arises out of the 18 Anglo Leasing types of contracts. The likelihood of Sh3 billion leaving the coffers of Kenya is very high," said Mwamu.
The society is opposed to the Government making any payments for reason that the contracts were based on questionable deals and tainted by corruption
LSK moved to the Court of Appeal seeking temporary orders stopping Treasury Cabinet Secretary Henry Rotich and Attorney General Githu Muigai from paying Sh1.4 billion to First Mercantile Securities Corporation and Universal Satspace [North America] LLC. But the money was paid out before the appeal could be heard following orders by President Uhuru Kenyatta.

Yesterday, Mwamu told the court that interim orders should be made to stop the Government from making any further payments because the AG was not ready to proceed with the hearing. State Counsel Waigi Kamau told the court that the Deputy Solicitor General Ms Muthoni Kimani was not available to argue the case because she had been served with the application by LSK on Monday.
Priority
He requested the court to give the AG three days to respond to the appeal. LSK opposed the application for adjournment but the court said the AG was not given adequate time to respond.
The judges directed that the AG files the affidavit within three days after which LSK will respond. The case will then be allocated hearing dates on a priority basis.
The Society is appealing against a ruling by High Court Judge David Majanja declining to stop the Government from processing payments to First Mercantile Securities Corporation and Universal Satspace (North America) LLC.
LSK has accused the AG and the Mr Rotich of failure to appreciate the existing statutory and constitutional provisions of law on enforcement of foreign judgments based on fraudulent and illegal contracts.
LSK has faulted a judgement against the Government of Kenya issued by a court in London in favour of First Mercantile Securities Corporation and Universal Satspace (North America) LLC.
