[wanabidii] Why more US aid goes to most corrupt countries?

Out of curiosity I have been asking myself, why more and more United States of America aids go to some researched as the most corrupt countries, without a good answer, and now am throwing it to my colleagues to ponder.

Apart from that, more and more again, the most believed killer countries of innocent citizens including children, are the ones having a bigger cake in the US aids. Why?

Look here, very soon Nigeria which is the first biggest recipient of US aids in Africa will receive $720,890,000, while Tanzania is expected to have $589,886,000 from the American tax payers; as you understand both countries are pegged among the most corrupt in Africa.

Transparency International, a renowned corruption tracker worldwide has placed Nigeria in 144 position out of 177 countries researched for having grand and petty corruption practices. Tanzania is enjoying 111 place out of 177 countries, this is according to Corruption Index of last year, 2013.

Bad enough, the US aids are expected to be channeled to health, and particularly on HIV/AIDS, which to me is the very loose door for corruption and most of the time with no huge evident impact to the ground level communities.

Furthermore, Israel and Afghanistan are leading the long queue of countries enjoying US money on their said barbaric killings of innocent children and ailments in hospitals. Afghanistan is leading the race of corruption torch for being number one.

I am happy to know that the least corrupt countries in Africa, Senegal and Ghana are also in the race but their requested money will be channeled to agriculture productivity, which I believe is the simplest area to measure impact.

Anyway, thank you America for stretching your helping hand to the needy.
