The electoral commission wants all those vying for elective positions in next year's General Election vetted before contesting. Chairman Issack Hassan said the past conduct and history of aspirants must be critically examined. "They are subject to integrity tests as set out in the Constitution," he said. Speaking during the annual Law Society of Kenya conference at the Leisure Lodge beach resort in Diani, South Coast, he said the aspirants must be cleared by various institutions. Vetting organs This includes the Kenya Revenue Authority, credit reference bureaus, Higher Loans Education Board and they should have a certificate of good conduct. "They must be subjected to the same criteria we went through and I don't think that this is too much to ask," he said. The commission, he said, had the right officers for the job in so far as competence, personal leadership and integrity qualities are concerned. According to Mr Hassan, the vetting will weed out "jokers" and attract serious candidates. Share This Story The IEBC chief said that if a proposal by the commission is passed, presidential candidates will be required to pay a non-refundable fee of Sh1 million, while those seeking positions as governors and MPs will be required to pay Sh500,000 and Sh50,000 for county assembly representatives. Women, youth and persons with disabilities seeking similar positions will be asked to pay half the amount. Youth and women's representatives will pay Sh25,000. These proposals, he said, had been submitted to the Attorney-General for perusal. He also noted that unchecked use of campaign money during electoral campaigns was dangerous because it reduced competition to a mere auction of votes. He said Kenyans living abroad would be required to register at embassies, high commissions and consulates before they could vote. At the same time, Planning and National Development assistant minister Peter Kenneth has urged Kenyans to oppose the watering down of the Leadership and Integrity Bill. He said serious attempts were being made to dilute the Bill below the threshold set by the Constitution. Mr Kenneth said the public should remain vigilant and keep MPs on their toes as the Bill goes through Parliament. |
