SIPRI’s Robert Kelley and Tariq Rauf on Parchin and the military dimension of the Iran nuclear programme

  On 14 July 2015, after more than two years of intensive negotiations, the E3/EU+3* and Iran agreed the Joint Comprehensive Plan of Action (JCPOA) on ensuring the exclusively peaceful nature of Iran’s nuclear activities. On the same day, the International Atomic Energy Agency (IAEA) and Iran agreed on a work plan called the ‘Road-map for the clarification of past and present outstanding issues regarding Iran's nuclear program’.
 
Under the road map, the IAEA and Iran also concluded separate arrangements to address the issues of (a) a possible military dimension to Iran’s nuclear programme as set out in the Annex to the November 2011 IAEA report and (b) activities at Parchin, a large military-industrial factory in Iran. Since November 2011, these issues have been the subject of much public analysis, some which has muddied the underlying issues rather than clarifying them.
 
In a series of assessments, Robert Kelley and Tariq Rauf discuss some of the key issues and misperceptions concerning a possible military dimension to Iran’s nuclear programme and activities at Parchin.

In the spirit of public education, these assessments are designed to acquaint the public with the application of the scientific method to information analysis in the service of peace and security. In particular, they seek to familiarize the public with the range of tools that intelligence analysts use gather, interpret and synthesize data. These tools include the measurement and categorization of objects, time-sequenced geospatial imagery tools, and, of course, common sense plus experience.

Robert Kelley is Associated Senior Research Fellow with the Disarmament, Arms Control and Non-Proliferation Programme at SIPRI. Kelly has experience in nuclear intelligence and remote sensing at the US Los Alamos National Laboratory and the US Department of Energy, respectively.

Tariq Rauf is SIPRI's Director of the Disarmament, Arms Control and Non-Proliferation Programme and former Head of Verification and Security Policy Coordination at the Office reporting to the Director General at the International Atomic Energy Agency.
