UNESCO calls for advice and comments regarding the revision of the UNESCO Recommendation on the Status of Scientific Researchers. This Recommendation is recognized globally in the 195 Member States of UNESCO since its adoption in 1974. This instrument was created in order to help Member States to formulate and execute adequate policy frameworks for science and technology production, aiming, inter alia, to support researchers and encourage new entrants. The possible revision will allow for changes and contemporary challenges to be better reflected.
The consultation process will be conducted according to the following schedule:
- This is the first public call for advice and comments. It will be carried out until 1 November 2014, with the participation of the International Bioethics Committee (IBC)and the World Commission on the Ethics of Scientific Knowledge and Technology (COMEST) and other UNESCO partners.
- A second public call for advice and comments will be carried out between 15 February and 15 July 2015. The earlier comments received will be summarized and published on this webpage, as information.
- In 2016, further consultation will be conducted by UNESCO Member States.
- In 2017, any propositions for modification that result from the prior consultations will be circulated and finally debated and assessed by Member State delegates at the UNESCO 39th General Conference (October or November 2017). A modified Recommendation may then be adopted.
