This report argues that while climate change will increasingly become one of the most important and decisive factors in future conflict situations, as well as acting as a 'threat multiplier.' It is argued that unequal access to resources fuels tensions, particularly where there is a history of specific groups being marginalised, is likely to be entrenched by climate change. There can also be a destabilising effect on fragile states. The report calls on governments to deliver 'linked-up' policies on the environment, human rights, development, migration and peacebuilding. It is stated that climate change is a human rights issue and the report specifically urges the United Nations Human Rights Council (UNHRC) to take positive action to safeguard rights in the world's most vulnerable countries by instating a Special Rapporteur on Human Rights and Climate Change.
