Ndugu zangu,

Jioni hii kupitia runinga nilimsikia Profesa Costa Mahalu, Mwenyekiti wa Tume ndogo ya Bunge Maalum kwa kazi ya kuandaa rasimu ya kanuni akitamka, kuwa swali la ama kura ya faragha (siri) au ya dhahiri ( wazi) wataachiwa Wabunge wenyewe waamue.

Mwenyekiti wa Muda wa Bunge hilo, Mheshimiwa Kificho naye hakuficha kuonyesha kwa sura na hata kauli, juu ya ugumu wa jambo hilo. Akatolea mfano wa mpira, kwamba sasa uko kwa Wabunge.

Kwa kuziangalia baadhi ya sura za Wabunge wale, hakika ni vigumu kuwaonea wivu kwamba wamo ndani ya jengo lile. Wana wakati mgumu, maana, umma nao unawaangalia.

Naam, nimepata kuandika, kuwa Afrika safari zetu nyingi ni za bure tu. Na nyongeza hapa, ni kuwa , safari zetu nyingine Afrika huanza na njia panda. Kwamba unapoianza tu safari unakutana na njia panda.

Na ni kwenye njia panda ndipo mwanadamu unatakiwa utumie hekima na busara. Njia panda inakutaka ufikiri kwa makini. Maana, ukichagua njia kwa makosa, basi, safari yako itakuwa ni ya mwelekeo mwingine. Si kule ulikotaka kwenda. Na kazi ya kuirudia njia sahihi huwa ni ngumu sana.

Jioni hii pia nimesoma tena baadhi ya vifungu vya Rasimu ya Katiba ya Tume ya Jaji Warioba. Kwa mara ya kwanza nimeipitia rasimu hii kwa masikitiko, maana, mbali ya kwamba ina mambo mengi sana mazuri kwa maendeleo ya nchi yetu na watu wake, kwa kizazi hiki na vijavyo, nahofia, kuwa kinachoendelea Dodoma, ambapo, ni dhahiri, kuwa zinaonekana dalili za mijadala kutawaliwa na ushabiki wa vyama kuliko wa nchi na mustakabali wake. Ni dalili za kuwa njia panda na pengine tumeshaanza kuifuata njia isiyo sahihi. Kwamba tunapotea kama Taifa.

Na ninaposoma rasimu ya Katiba ya Tume ya Jaji Warioba na kupitia vifungu kama kile cha Sura ya Tisa, kinachohusu Bunge la Muungano, sehemu ya Kwanza, Ibara ya 113 kifungu cha 3 kinachosema;

" Katika kila Jimbo la Uchaguzi kutakuwa na nafasi mbili za Ubunge, moja kwa ajili ya mwanamke na moja kwa ajili ya mwanamme."

Kabla ya hapo wanawake wengi waliingia Bungeni kwa njia ya Viti Maalum. Kwa rasimu hii ya Katiba, wanawake watapata nafasi ya kushindana wenyewe kwenye majukwaa ya uchaguzi. Ni maendeleo ya kidemokrasia.

Najiuliza, hivi ni kwa nini Tume ya Jaji Warioba hawakuandaa Plan B kwa maana ya mpango 'B' . Na plan B hapa ingelikuwa ni kuandaa mazingira, kuwa endapo rasimu hii ya Katiba itakwama, basi, yale yote mazuri yaliyomo kwenye rasimu na yanayokubaliwa na pande zote, na yenye kuweza kuhamishiwa kwenye Katiba ya sasa bila kusababisha matatizo, basi, yangefanyiwa utaratibu wa kuingizwa, kwa maana ya kuifanyia marekebisho ya ' dharura' Katiba iliyopo. Najaribu kufikiri tu, kwa uhuru.

[wanabidii] Fangak Youth Union Condemns Innocent People Carnage, Disowns an Area MP
We, the members and in the leadership of Fangak Youth Union (FYU) in South Sudan would like to take this unbearable time to condemn in the strongest term possible, a callous butchery of the Nuer and the people of Fangak in Juba, Jonglei and Upper Nile states. Who, were slaughtered as a result of 15th December, 2013 incidence. Also, we have rejected Mr. James Kok Ruea for not standing together with Fangak people whom elected him as their representative to the National Assembly.

Instead, James Kok is now embracing somebody else against the people of Fangak. Fangak Youth Union (FYU) was formed initially to advocate and defense the rights of Fangak Youth in particular and people of Fangak in general. Therefore, the entire membership of this historic Union (FYU) in South Sudan is condemning that organized killing of children, women, elderly and civilians at random by some SPLA forces. The people of Fangak, who perished in that horrendous incidence, have had no connection at all with political struggle within a political party. Nonetheless they were victimized. So we condemn the wrongdoer(s) who turned political issue against innocent civilians.

We the Fangak Youth since December last year, have been keeping silent, observing and expected our representatives in the government to denounce firstly the atrocities inflicted on the innocent people by country elected Government. Mr. James Kok Ruea, former minister of Humanitarian and Disastrous Management in GoSS who was also elected in 2010 general elections as Jonglei state constituency number one representative. That is, people of Fangak County's representative in the National Assembly (NA), previously known as Southern Sudan Legislative Assembly (SSLA). For this reason, James Kok unlike other Fangak MPs (party & women lists), is the only Jazeera main representative in the Parliament who could opt for his own people interest.

However, contrary, James Kok has now becomes the government agent who is sucking people blood every day. He had indeed deviated from the mission that he was elected for by the people of Fangak. The man is always seen on SSTV telling unsupported lies on the people behave that the people of Fangak are standing together with or are behind the Juba illicit government, which is not true. In this regard, directly, we would like to enlighten the public that what James Kok preaches on daily basis in the name of Fangak is just his own personal opinion and does not in any way represent the voices of our people. In addition, his words lack popular—grassroots support more so, ours; as the entire Fangak Youth Organization (Union). 

James Kok can be termed as desperate MP who sucks the blood of his own people as we said earlier on and a kind of leader who does not even accordingly pursue people interest. We do always hear from him: That Nuer—people (of Fangak concerning here) were not targeted or killed in Juba, Bor and Upper Nile.  This statement by itself from the lips of James Kok must be too condemned by FYU. The people of Fangak have been in reality betrayed by their own leader and representative. How much money did he bribe for? Our hopes were that Mr. James Kok Ruea should not have sold the lives of Fangak people in the way he has been doing because Fangak County alone lost hundreds of people in Juba, Malakal, Bor and many other areas. Our Big people of Fangak like late Mr. Martin Kueth Paet, Dak Riek Gai, Bamom Dual, Gai Jiel Koryom..Etc were beloved famous figures of Fangak whose death could not be denied by James Kok. Furthermore, those hundreds of people murdered were mostly civilians! They were either snatched out of their houses or intentionally, tortured and ultimately killed by armed forces.

Therefore, we in Fangak Youth Union are all hereby breaking our silence on enormous killing of the innocent people by releasing these statements above.  Moreover, we have anonymously rejected to follow and support a government which can kill our innocent people in cool blood. Mr. James Kok Ruea either who sells the people of Fangak by denying that Fangak people were not killed, ought to refrain from using the people of Fangak as his personal bank account.

[wanabidii] Was it a failed coup or a failed assassination?

"They [Kiir's group] may have thought that these people did not come to the meeting and so they were maybe planning a coup. So they made a decision that these people would be arrested. Some of them said they would try to make something so they could accuse these people of planning a coup and arrest them. This is what happened," Mama Nyandeng De Mabiour (the mother of the nation) told the London-based publication

 In the modern world, the killing of important people began to become more than a tool in power struggles between rulers themselves and was also used for political symbolism, such as in the propaganda of the deed.

My wonderful readers for us to be able to know whether the incident of the 15/Dec/2013 that turned our country into abyss was a failed coup or a failed assassination; we need to differentiate/define the two English terms differently (Failed coup and failed assassination).

To begin with,

A coup d'état

Also known as a coup, a putsch, or an overthrow, is the sudden deposition of a government, usually by a small group of the existing state establishment—typically the military—to depose the extant government and replace it with another body, civil or military. A coup d'état is considered successful when the usurpers establish their dominance. When the coup neither fails completely nor succeeds, a civil war is a likely consequence.

A coup d'état typically uses the extant government's power to assume political control of the country. In Coup d'État: A Practical Handbook, military historian Edward Luttwak states that "[a] coup consists of the infiltration of a small, but critical, segment of the state apparatus, which is then used to displace the government from its control of the remainder." The armed forces, whether military or paramilitary, are not a defining factor of a coup d'état. Lately a view that all coups are a danger to democracy and stability has been challenged by the notion of a "democratic coup d'état", which "respond to a popular uprising against an authoritarian or totalitarian regime and topple that regime for the limited purpose of holding the free and fair elections of civilian leaders. Sometimes opposition takes the form of civil resistance, in which the coup is met with mass demonstrations from the population generally, and disobedience among civil servants and members of the armed forces.  

The international community did not condemn the 15/Dec/2013 claiming that there is no sign /symptom or evidence to show that it was a coup. Therefore, our president has accused the international community over their refusal to condemn what he said was a failed coup attempt by those opposed to his leadership.

An assassination

Assassination is the murder of a prominent person or political figure by a surprise attack, usually for payment or political reasons.

An assassination may be prompted by religious, ideological, political, or military motives; it is an act that may be done for financial gain, to avenge a grievance, from a desire to acquire fame or notoriety, or because of a military or security services command to carry out the murder. Assassination is done so that you end all the activities of your opponent.

To come to the reality about what the incident was

The incidence in Juba had no evidence to prove it was a coup attempt; the aftermath of the violence resulted to the mutiny but did not qualify to be called a coup. 'To stage a "military coup" has its own prerequisites, which, if not met then there would be no "coup", which could be mutiny,"

Staging a coup attempt there must be very important institutions such as presidential palace, residence, military headquarters, national TV and radio as well as the central bank to be captured first before the announcement.

The incident came after a failed plan to disarmed Nuer soldiers deployed as Presidential guards at Jabel barracks in Juba and later fabricated and manipulated by Kiir to implicate his political rivals calling it a coup attempted.

Others view this as tit for tat method used by Kiir's associates to eliminate Nuer tribes in revenge of 1991 Bor incident which Kuol Manyang and Makuei Lueth are intentionally interesting of it.

Incident qualify that it was a failed assassination from Kiir against his political opponents and not a failed coup as pronounced by pro_Kiir government officials, Should it be pronounce as a failed assassination it will sound good.

The incident could have targeted the politicians only (according to the planned ploy to get rid of Kiir's opponent) but was misunderstood by president's militias (Gelweng) for their little knowledge of military training. Gelweng considered the assassination of Dr Riek Machar as a general killing of whoever shares tribe with him (Riek). That was the reasons that let patriotic hearted south Sudanese Generals like Peter Gatdet, Tangginya Aka (Gatwech Chan) Peter Koang Chuol, Gathoth Gatkuoth and many more Generals to defect from the army.

To me, shouldn't Kiir massacred Nuer civilians, than he would still have a good support from the Nuer community through the wanted politicians unlike groundless politicians and Generals like Riek Gai Kok, Gathoth, Gony, Nguen Munytuil, Kok Ruei, so on and so forth. Those politicians are just a financial run after, and not a real people to make Kiir be in power since politic is about interest.

In conclusion,

South Sudanese people from different walks of life must embrace peace so that we build our nation, I also argue Nuer community to accept peace and forget about thousands of innocents People they have lost because forgiving someone doesn't meant forgetting.

Forgiving kiir and his few individuals who tortured, killed, raped, and burned down Nuer lands (Unity) and other war crimes against humanity against the entire Nuer community is a best revenge since south Sudan is for us all.

Long live the unity of south Sudanese people!!!
Long live the Republic of South Sudan!!!

[wanabidii] My job is depressing. Should I stay?

Dear Aunty,

I am currently studying Economics and have a professional qualification in Local Government. I have struggled to get a job in the government. I feel like I wasted 3 years in school, I don't even want to mention doing this course to anyone any more. At the moment I am working as a secretary and I find the job depressing even though they keep promoting me to work in higher offices.

I am just looking forward to completing my current studies but in the mean time should I just settle for whatever jobs that come by even though they are frustrating?

Can you help?

What are your views on the dilemma above? Can you offer any advice or insight?

Vilevile, Bibi Nebbo Mwina anaendelea kuwa Mkurugenzi Msaidizi wa Mafunzo, Utafiti na Takwimu, na Bwana Herman Keiraryo anaendelea kuwa Mkurugenzi Msaidizi wa Uendelezaji wa Wanyamapori. Pamoja na Kitengo cha Uzuiaji – Ujangili nilichokitaja awali, hivi ni vitengo vya Idara ya Wanyamapori katika Wizara ya Maliasili na Utafiti.

Nawaagiza kwamba Wakurugenzi na Wakuu wote wa kila Idara, kila Shirika, na Taasisi zote ndani ya Wizara ya Maliasili na Utalii kutengeneza viashiria muhimu vya utendaji kazi (Key Performance Indicators) nakukabidhi kwangu ndani ya siku 30 zijazo. Viashiria hivi ni hatua ya kufanikisha yafuatavyo, 1) Malengo ya wizara, 2) Uwajibikaji, 3) Uwazina 4) Ufanisi katika utendaji wa kazi za kila siku. Ni sharti tutekeleze mikakati ya wizara katika mifumo inayopimika, tuweze kujipima natuweze kupimwa, natutumikie Taifa kwa uadilifu.

Kwa mtumishi wa Wizara ya Maliasili na Utalii ikiwemo mimi mwenyewe, Lazaro Nyalandu, atapaswa kuzingatia na kutekeleza majukumu ya kazi kwa kuzingatia Kanuni za Mwenendo (Code of Conduct) ambazo zitapendekezwa na kupitishwa na Baraza la Wafanyakazi wa Wizara. Baraza hili liwe limeitishwa na Katibu Mkuu wa Wizara kabla ya mwisho ya mwezi ujao. Azma ya kanuni hizi ni kuwa na misingi bora ya utumishi, uwajibikaji, utu, usawa na haki katika utekelezaji wa majukumu yetu ya kila siku.

JAMHURI YA MUUNGANO WA TANZANIA

WIZARA YA KILIMO CHAKULA NA USHIRIKA

Hali ya uzalishaji, upatikanaji na uhakika wa chakula nchini imeendelea kuwa ya kuridhisha katika maeneo mengi ya nchi kufuatia mavuno mazuri ya msimu wa kilimo wa 2012/2013 ambayo mazao yake yanaendelea kuingia sokoni kutoka maeneo mbalimbali ya nchi.

Uzalishaji wa mazao ya chakula katika msimu wa kilimo wa 2012/2013 ni tani 14,383,845 za chakula zikiwemo tani 7,613,221 za nafaka na tani 6,770,624 za mazao yasiyo ya nafaka.

Mahitaji ya chakula katika mwaka 2013/2014 ni tani 12,149,120 hivyo kuwepo kwa ziada ya tani 2,234,726 za chakula. Ziada hiyo inajumuisha tani 354,015 za mahindi, tani 466,821 za mchele na tani 1,413,890 za mazao yasiyo ya
nafaka. Kutokana na hali hiyo, Taifa linajitosheleza kwa chakula kwa asilimia 118.

Serikali imeidhinisha tani 23,312 za chakula cha msaada ili kisambazwe kwa waathirika 828,063 ambao walionekana kuwa na upungufu wa chakula katika Wilaya 54 za Mikoa 16.

Hadi kufikia tarehe 09 Februari, 2014 jumla ya tani 6,736.126 za chakula cha msaada zilikuwa zimechukuliwa na Halmashauri 18 kutoka katika maghala ya NFRA kwa ajili ya kusambazwa kwa walengwa katika maeneo yaliyobainika kuwa na upungufu.

Hadi kufikia tarehe 09 Februari, 2014 Hifadhi ya Taifa ya Chakula ni tani 226,769.544, ambapo tani 226,270.862 ni za mahindi na tani 498.682 ni za mtama. Kiasi hiki kinajumuisha albaki ya tani 25,452.644 za mahindi kutoka msimu uliopita.

Utekelezaji wa Matokeo Makubwa Sasa
Wizara ya Kilimo Chakula na Ushirika ni moja kati ya Wizara sita zinazotekeleza mfumo wa Matokeo Makubwa Sasa (Big Results Now - BRN) hapa nchini. Lengo likiwa ni kubadili mfumo wa utendaji wa kazi ili kuboresha huduma zinazotolewa na Serikali kwa wananchi. Wizara imeanza kutekeleza mfumo huo katika maeneo makuu matatu ya kipaumbele, ambayo ni kuwa na mashamba makubwa ya uwekezaji yapatayo 25 kwa ajili ya kilimo cha mpunga na miwa; kuwa na skimu za umwagiliaji 78 kwa ajili ya kilimo cha mpunga zinazoendeshwa kitaalamu; na kuwa na maghala 275 ya mahindi kwa kutumia mfumo wa pamoja.

Viashiria vya Mafanikio, ni pamoja na kuongezeka kwa uzalishaji wa mpunga kwa zaidi ya mara mbili kutoka tani 4 hadi 8 kwa hekta ifikapo mwaka 2016 katika skimu za umwagiliaji. Taarifa za awali kutoka mashamba ya mpunga ya Kilombero, Mkindo na Kiroka zinaonyesha kuwa kumekuwa na ongezeko kubwa la mavuno kwa zaidi ya tani 7 kwa hekta kwa kutumia mfumo wa kilimo shadidi cha Mpunga (System of Rice Intensification - SRI).

Katika kuongezeka eneo la uwekezaji katika kilimo, lengo ni kuzifanya hekta 123,000 zitumike katika kilimo cha miwa na mpunga. Kwa sasa kuna hekta 85,000 ambazo zinatumika kwa kilimo cha uwekezaji na tayari mashamba mawili yameshapata hati ambayo ni Bagamoyo lenye hekta 22,000 na Mkulazi lenye hekta 63,000.

Kiashiria kingine ni ongezeko la wakulima wadogo wanaolima mpunga katika skimu za umwagiliaji zinazoendeshwa kitaalamu. Lengo ni kuwa na wakulima 29,000 katika skimu 39 ifikapo mwaka 2016 ambapo kwa sasa skimu 26 zipo katika marekebisho ili ziweze kuendeshwa kitaalamu.

Uhamasishaji wa jamii katika maeneo ya mashamba makubwa matatu ya Bagamoyo, Lukulilo na Ngalimila, ambayo ni kati ya mashamba makubwa 7 yaliyopangwa katika awamu ya kwanza umeshaanza. Shughuli hiyo ilihusisha kutambua eneo lililotengwa kwa ajili ya uwekezaji na wanakijiji, kutoa elimu jinsi wakulima wadogo watakavyoshirikiana na muwekezaji, kuandaa ramani na zoezi la kuandaa hati miliki kwa mashamba ya wakulima wadogo.

Kazi inaendelea ya kugawanya shamba kubwa la Mkulazi na kupata mashamba mawili makubwa ya miwa yenye ukubwa wa ekari 20,000 kila moja na mashamba manne ya mpunga yenye ukubwa wa hekari 5000 na pia limetengwa eneo la wakulima wadogo lenye ekari 3000. Taasisi ya uwekezaji (Tanzania Invstment Center – TIC) tayari imeanza zoezi la kuwapata wawekezaji kwa ajili ya kuwekeza katika mashamba hayo.

Hati miliki za mashamba kwa ajili ya wakulima wapatao 1,052 zimeanza kuandaliwa na kati ya hizo hati 185 zimekamilika ili kukabidhiwa kwa wahusika. Wizara inalenga kutengeneza hati miliki kwa wakulima zipatazo 52,500 katika skimu hizi za umwagiliaji ifikapo 2015/2016.

Ukarabati wa skimu 26 na uboreshaji wa vikundi vya wamwagiliaji umeshaanza na unaendelea. Mafunzo kwa ajili ya maafisa ugani 98 na wakulima 495 kutoka katika skimu 78 umeshaanza katika kituo cha mafunzo cha Mkindo kilichopo wilaya ya Mvomero mkoani Morogoro. Mafunzo hayo yamejikita zaidi katika matumizi sahihi ya maji, njia bora za kilimo ikiwemo kilimo shadidi cha mpunga na mbinu za kupata masoko.

Uzalishaji wa mbegu za msingi za mpunga umeshaanza katika Kituo cha Utafiti cha KATRIN ambapo kwa kuanzia tani 1.5 ya mbegu hizo zimezalishwa.

Uhakiki wa maghala 275 umeshafanywa ambapo maghala 113 yapo katika hali nzuri yakihitaji matengenezo madogo; maghala 74 yapo katika hali ya kati yakihitaji marekebisho makubwa kidogo na maghala 87 yameharibika na hivyo yanahitaji kujengwa upya. Mpango uliopo ni kukarabati maghala 30 yafike katika hali ya kuendeshwa kitaalamu ifikapo mwezi Juni, 2014.

Mfuko wa Bill and Melinda Gates Foundation umeahidi kutoa dola 750,000 kwa ajili ya matengenezo na kuyafanya ukarabati wa maghala 30 ili yaanze kazi. Maghala yaliyobaki yatatengenezwa kwa kutumia fedha za msaada kutoka Benki ya Dunia.

[wanabidii] Ya kuzingatia kwenye mapambano dhidi ya kero za Muungano Tanzania

Muungano Tanzania ulizaliwa tarehe 26 April, 1964. Sababu kubwa iliyopelekea kuzaliwa kwake ni moyo waliokuwa nao waasisi wake (Mwalimu Julius Kambarage Nyerere na Sheikh Abeid Amani Karume) wa kuunda Muungano wa nchi huru za Bara la Afrika wakianzia na shirikisho la Afrika ya Mashariki. Lengo lilikuwa kulinda na kudumisha mapinduzi ya Zanzibar ya tarehe 12 January, 1964 dhidi ya utawala wa wachache wa kisultani ulioondolewa madarakani na kuanzisha ujenzi wa shirikisho la Afrika ya Mashariki na Muungano wa Bara la Afrika kwa lengo la kujijengea uwezo wa kulinda uhuru wa waafrika na raslimali zao dhidi ya tamaa mbaya kutoka mataifa makubwa ya kibeberu.

Kuzaliwa Muungano Tanzania kulitokana na matakwa binafsi ya waasisi wake na wananchi wa kawaida pande mbili za Muungano hawakushirikishwa kikamilifu kwenye maamuzi yote husika kwenye kuundwa kwake na haionekani mahali popote chaguo la Muungano chini ya muundo wa serikali mbili lilihusisha
uchambuzi wa kina kubaini ulio bora zaidi miongoni mwa mibadala muhimu kama: moja (ya Muungano), mbili (ya Zanzibar na ya Muungano), tatu (ya Zanzibar, ya Tanganyika na ya Muungano) na tatu (ya Zanzibar, ya Tanganyika na Muungano wa Mkataba). Kwa kifupi Muungano Tanzania ulizaliwa wakati wa kipindi cha udikteta wa Chama kimoja tawala ndani ya pande zote mbili husika kwenye Muungano, kama chaguo la waasisi wake kutoka pande mbili washirika na matokeo ya mapinduzi ya Zanzibar dhidi ya utawala wa kisultani.

Muungano Tanzania ni wa pekee, haujawahi kuigwa na wengine popote duniani na umedumu chini ya utawala wa udikteta wa Chama kimoja wakati dunia ilipokuwa imegawanyika makundi mawili makubwa ya nchi za kibepari na kikomusti zisizoshirikiana au kuingiliana kwa mengi, na sasa uko chini ya utawala wa demokrasia ya vyama vingi kwenye enzi mpya ya utandawazi inayowezesha nchi zote huru (ndogo na kubwa) ziweze kuwasiliana na kutenda mahali popote ndani ya dunia isiyokuwa na mgawanyiko wa makundi ya nchi zisizo penyeka na wengine.

Kasoro kwenye Muungano Tanzania chini ya muundo wa serikali mbili hazikuweza kujitokeza kwenye awamu yake ya kwanza chini ya utawala wa chama kimoja kwani chama kimoja tawala ndicho kimekuwa kikiamua yote kuhusu maswala ya Muungano na jukumu la wengine wote kutoka Tanganyika na Zanzibar lilikuwa ni kubariki maamuzi hayo ya Chama kimoja tawala. Kwa mfano, Chama kimoja tawala kikishaamua huyu ndiye atakayekuwa rais wa Muungano, basi jukumu la wengine wote kutoka pande mbili za Muungano lilikuwa ni kupiga kura moja ya ndio kuashiria kubariki kwao chaguo la Chama hicho kimoja tawala.

Kwa hiyo kutokuwepo upinzani wa vyama vingine vya siasa dhidi ya udikteta wa Chama kimoja tawala kuhusu maswala ya Muungano na Rais mteule wa chama tawala kutokuwa na ushindani wa wagombea kutoka vyama vya upinzani imekuwa ndiyo sababu kuu ya kutoweza kutambulika kasoro za Muungano Tanzania chini ya muundo wa serikali mbili unaohusisha: Wazanzibari (ambao karibu wote ni waumini wa dini ya kiislamu) na watanganyika (ambao karibu wote ni nusu waumini wa dini ya kiislamu na nusu waumini wa dini ya kikristu); fursa iliyopewa Zanzibar ya kuendelea kudumisha serikali yake ya Zanzibar wakati Tanganyika ikinyimwa fursa kama hiyo ya kuendelea kudumisha yake ya Tanganyika; wazanzibari kuwa na haki ya kumiliki ardhi Tanganyika wakati watanganyika hawana haki kama hiyo ya kumiliki ardhi Zanzibar; wazanzibari 1,303,569 (2012) kupewa theluthi moja ya wawakilishi kwenye Bunge la Muungano wakati watanganyika 43,625,354 (2012) wakipewa theluthi mbili zilizosalia bila kuzingatia umuhimu wa wawakilishi kutoka pande mbili za Muungano kuwakilisha idadi sawa za watu; wawakilishi na mawaziri wa Muungano kutokea Zanzibar kushiriki Bunge na Baraza la Mawaziri Tanzania wakati wa yasiyokuwa ya Muungano yanapojadiliwa huku wenza wao kutoka Tanganyika wakiwa hawashiriki kwenye Baraza la Wawakilishi na Mawaziri Zanzibar wakati kama hayo yakijadiliwa; na kwa sasa wazanzibari kuwa na Katiba yao wakati watanganyika hawana yao.

Kasoro ya kwanza kubwa ya huu Muungano Tanzania inatarajiwa kujitokeza kwa nguvu kwenye awamu yake ya pili chini ya demokrasia ya vyama vingi. Kwa mfano itakapojitokeza kwamba miongoni mwa wagombea kiti cha urais mmoja ni muumini wa dini ya kikristu na mwingine ni muumini wa dini ya kiisilamu basi itarajiwe kwamba mara nyingi wazanzibari wengi (ambao karibu wote ni waumini wa dini kiislamu) watajitokeza na kumpigia mgombea mwenza kidini kura ya ndio bila kuzingatia vigezo vingine vya ubora. Athari ni kwamba Muungano Tanzania mara nyingi utakuwa ukimkosa rais aliye bora zaidi miongoni mwa waliopo na hata kusabisha miibuko ya chuki za kidini kutokana na muundo wake wa serikali mbili kuwapa waumini wa dini moja fursa ya kutumia udini wakati wa kupiga kura zao za kumchagua atakayekuwa rais wa Muungano chini ya mfumo wa vyama vingi. Fikra hii imetokana na kutambua ukweli kwamba viumbe wote wanaojumuisha binadamu wametawaliwa na hulka ya ubinafsi kimaumbile. Kimaumbile binadamu ametawaliwa na hulka ya mimi na familia yangu kwanza, ikifuatiwa na ukoo wangu kwanza, kijiji changu kwanza, kabila langu kwanza, wilaya yangu kwanza, mkoa wangu kwanza, ukanda wangu kwanza, nchi yangu kwanza, dini yangu kwanza-yaani kundi langu la karibu zaidi kwanza. Ubinafsi aliotawaliwa nao binadamu kimaumbile ilibidi uzingatiwe kwenye kuhakikisha muundo wa serikali ya Muungano Tanzania hautoi kwa waumini wa dini yeyote ile, chama chochote kile au mshirika yeyote yule fursa ya kutumia ubinafsi wa kidini ndani ya demokrasia ya vyama vingi kwenye Muungano Tanzania dhidi ya maslahi ya wote ndani ya Muungano au nchi yeyote mshirika. Hili halingekuwa tatizo iwapo uwiano wa idadi za waumini wa dini zote ndani ya Zanzibar ungekuwa ni huo ndani ya Tanganyika. Kuendana na hali halisi ni kwamba maslahi ya watanganyika walio wengi na waumini wa kikristu ndani ya Muungano ndio wanaohujumiwa na ziada ya waumini wa kiislamu waliopandikizwa na Muungano Tanzania kwenye demokrasia yao ya Tanganyika kutokea Zanzibar. Kwa hiyo mojawapo ya mapambano dhidi ya kero za Muungano ni kuchukua hatua thidi ya uwezekano wa kuzuka udini kwenye demokrasia yake kutokana na Zanzibar kuchangia waislamu watupu wakati Tanganyika ikichangia karibu nusu waislamu na nusu wakristu.

Kasoro ya pili kubwa ya huu Muungano Tanzania chini ya muundo wa serikali mbili uliowapa Wanzanzibari fursa ya kuendelea kuwa na serikali yao ya Zanzibar wakati watanganyika wakinyimwa fursa kama hiyo ya kuendelea kuwa na yao ya Tanganyika itarajiwe pia kujitokeza kwenye awamu yake ya pili chini ya mfumo wa demokrasia ya vyama vingi kwani sio haki wazanzibari kufaidi kushiriki ndani ya Bunge na Baraza la Mawaziri Tanzania wakati watanganyika hawana fursa kama hiyo ya kushiriki ndani ya Baraza la Wawakilishi na Mawaziri Zanzibar yanapojajiliwa yasiyokuwa ya Muungano kwani ni kuwapa wazanzibari fursa ya kuyafahamu mazuri na mabaya mengi ya Tanganyika wakati watanganyika hawana fursa kama hiyo ya kuyafahamu hayo kwa upande wa Zanzibar. Ili kuondokana na kero zitokanazo na kasoro hii, ni budi Zanzibar iache kushiki ndani ya Bunge na Baraza la Mawaziri Tanzania wakati wa yale yasiyokuwa ya Muungano yanapojadiliwa.

Kasoro ya tatu kubwa itarajiwe kujitokeza kutokana na Muungano Tanzania chini ya muundo wa serikali mbili kuwapa wazanzibari fursa ya kumiliki ardhi Tanganyika huku ukiwanyima watanganyika haki kama hiyo ya kumiliki ardhi Zanzibar kutakakosababisha ukiukwaji wa uwiano wa asili wa idadi za waisilamu na wakristu ndani ya Tanganyika na uwezeshaji wa makusudi kwa wazanzibari kumiliki raslimali za Tanganyika kutakakowapa wazanzibari na waumini wa dini ya kiislamu fursa za kumiliki hisa nyingi zaidi za demokrasia ya Muungano na raslimali za Tanganyika kuliko watakazomiliki watanganyika na waumini wa dini nyingine, hasa wakristu. Kasoro hii itakuwa kolezo la athari zitakazosababishwa na kasoro ya kwanza. Kuwaondolea wazanzibari fursa maalumu waliopewa na Muungano Tanzania ya kumiliki ardhi Tanganyika ndio njia pekee ya kuondokana na kero zitokanazo na kasoro ya tatu.

Kasoro ya nne kubwa itasabibishwa na wazanzibari (walio wachache sana) kupewa idadi kubwa mno ya wawakilishi ikilinganisha na idadi ya wawakilishi waliyopewa watanganyika (walio wengi sana) ndani ya Bunge la Muungano kutakakosababisha wazanzibari wapate huduma toshelezi zaidi ya Bunge la Muungano Tanzania na uwezeshaji wa makusudi wa wazanzibari na waisilamu kuwa na hisa kubwa zaidi ya demokrasia ya Muungano Tanzania kuliko watanganyika na wakristu. Kasoro hii itakuwa kolezo la athari zitakazosababishwa na kasoro ya kwanza na kugawa nafasi za wawakilishi kwa wazanzibari na watanganyika ndani ya Bunge la Muungano kunakozingatia umuhimu wa wakilishi kuwakilisha idadi sawa za watu ndani ya Bunge hilo ndio njia pekee ya kuondokana na kero zitokanazo na kasoro ya nne.

Kasoro ya tano kubwa itarajiwe kujitokeza pia pale ambapo muundo wa Muungano unaojumuisha serikali mbili (ya Zanzibar na ya Muungano Tanzania) utakapokataliwa kama mfano wa kuigwa na hivyo kuwa hata kikwazo kwenye ujenzi wa shirikisho la Afrika ya Mashariki na muungano wa Bara la Afrika unaoshirikisha Zanzibar na Tanganyika. Muundo wa muungano kati ya Zanzibar na Tanganyika ilibidi uwe ni ule unaotarajiwa utakubalika kama mfano wa kuigwa na wengine wote kama msingi kwenye ujenzi wa shirikisho la Afrika ya Mashariki na hatimaye Muungano wa Bara la Afrika tarajiwa. Vinginevyo huu Muungano Tanzania chini ya muundo wa serikali mbili (ya Zanzibar na ya Muungano Tanzania) utaweza hata kuwa kikwazo kwa ushiriki wake kamilifu na wenye manufaa makubwa ndani ya shirikisho la Afrika ya Mashariki na Muungano wa Bara la Afrika tarajiwa. Njia pekee ya kuondokana na kero zitokanazo na kasoro ya tano ni kuhakikisha maswala ya Muungano Tanzania ndio hay ohayo tarajiwa kwenye Muungano wa Shirikisho la nchi za Afrika ya Mashariki na Bara la Afrika au itakuwa rahisi kurekebisha iwapo tofauti zitajitokeza.

Muundo wa serikali moja ya Muungano ni mzuri kwani ndio wenye gharama ndogo lakini kwa Wazanzibari ambao karibu wote ni waisilamu na watanganyika ambao karibu wote ni mchanganyiko nusu waisilamu na na wakristu mfumo huu bado sio mzuri kwani unatoa fursa ya agenda za udini kujijenga ndani ya demokrasia ya Muungano Tanzania chini ya vyama vingi na matokeo yake ni Muungano kujikuta udini ukiuchagulia serikali dhaifu na kuunyimwa ile imara kutakakosabisha utendaji dhaifu serikalini, uwezekano wa migogoro ya kidini kuibuka, pande mbili ndani ya Muungano kushindwa kubuni na kuendeleza fursa nyingi muhimu kwa maendeleo yake binafsi ambazo hazitaonekana muhimu katika ngazi ya Muungano lakini muhimu sana katika ngazi washirika, na athari nyinginezo nyingi. Baya zaidi litokanalo na kuunganisha nchi kadhaa na kuunda Muungano wa serikali moja usiohusisha za washirika ni kuangamiza 'diversity'. Pangekuwepo na mifumo ya utawala tofauti ndani ya nchi washirika kama ilivyo kwenye Jumuia ya Nchi za Ulaya ingependeza sana. Laiti pangekuwepo utawala wa Kisultani ulioboreshwa huko Zanzibar kungeufanya Muungano wa Tanzania kuwa kivutio kikubwa zaidi kwa wageni kutembelea. Utalii ni kutembelea 'diversity' na kinachoifanya dunia ipendeze hivyo ni 'diversity'.

Muundo wa serikali tatu (ya Zanzibar, ya Tanganyika na ya Muungano) sio mzuri kwani haitakuwa rahisi kujenga hoja za msingi kudhihirisha manufaa ya kuwa na serikali ya tatu ya Muungano yenye gharama kwa ajili ya kuunganisha Zanzibar ambayo ni kisiwa kidogo sana ndani ya bahari ya Hindi na Tanganyika ambayo ni nchi kubwa sana ndani ya Bara la Afrika. Hata hivyo mfumo huu wa kila mhusika ndani ya muunngano kuendelea kudumisha serikali yake ndani ya serikali ya Muungano unaonekana ndio mfumo mzuri wa kuigwa kwenye ujenzi wa shirikisho la Afrika ya Mashariki na Muungano wa Bara la Afrika tarajiwa kwani kutokana na wingi wa mataifa shiriki ndani ya Muungano, agenda za ukabila kama zinavyojitokeza huko Rwanda (yenye makabila mawili tuu makuu) na udini zitakosa fursa ya kujijenga na kukua ndani yake na kila taifa shiriki na serikali yake litaendelea kuwa na fursa ya kubuni na kuendeleza zile agenda na sera zake binafsi za maendeleo ambazo hazionekani muhimu katika ngazi ya serikali ya Muungano.

Muundo wa serikali tatu (ya Zanzibar, ya Tanganyika na Muungano wa Mkataba) inaonekana ndiyo unaofaa kuzijengea Zanzibar na Tanganyika uhusiano na ushirikiano mzuri, endelevu na uliojengeka kwenye misingi imara ya makubaliano ya hiari miongoni mwa washirika na vipaumbele vyao kuendana na fursa zilizopo kwenye utandawazi. Umuhimu wa nchi jirani Kuungana ili kujijengea uwezo wa kulinda watu wake na raslimali zao dhidi ya tamaa mbaya kutoka mataifa makubwa ya kibeberu haupo tena kwenye enzi yetu ya utandawazi unaowezesha nchi zote kuchangamkia fursa mahali popote duniani kwa njia ya kufuata sheria na taratibu zilizowekwa na umoja wa mataifa na nchi moja moja ulimwenguni.

Itakuwa vizuri sana iwapo mmojawapo wa wataalumu wachache wanaopigania kwa nguvu zote kuendelea kuwepo Muungano Tanzania chini ya muundo wa serikali mbili (ya Zanzibar na ya Muungano) atajitokeza kuelezea kwa kifupi na kwa lugha nyepesinyepesi nia na madhumuni ya kuundwa Muungano Tanzania, faida na madhara ya uliopo wa serikali mbili dhidi ya wa serikali moja, tatu (ya Zanzibar, ya Tanganyika nay a Muungano), tatu (ya Zanzibar, ya Tanganyika na Muungano kwa Mkataba), na hata dhidi ya kutokuwepo kabisa Muungano.

Viongozi wetu kwenye ngazi za juu serikalini wanaposimama majukwaani na kuanza kuzungumzia hili swala la Muungano Tanzania huwa nikiwasikiliza kwa makini sana nikitarajia kwamba watataja faida kuu za kuwepo kwake chini ya mfumo wa serikali mbili uliopo dhidi ya hasara zitakazotokana na kuwepo kwake chini ya mifumo mingine ya serikali mbadala, au kutokuwepo kwake kabisa. Majibu kwa maswali hayo ndio yaliyotarajiwa kuwa msingi kwenye mjadala kuhusu umuhimu wa kuwepo Muungano Tanzania na muundo wa serikali yake utakaokuwa bora zaidi.

Huwa nakatishwa sana tamaa ninapoishia kusikia Muungano Tanzania chini ya muundo wa serikali mbili ni lazima uendelee kuwepo kwa sababu unaunganisha watanganyika na wazanzibari walio na undugu wa karibu ; wazanzibari na watanganyika wanaoleana; wazanzibari wameshawekeza sana Tanganyika; na wa serikali tatu utapelekea Muungano Tanzania na hata Zanzibar kuvunjika. Ukweli ni kwamba majibu kama hayo sio halalishi ya Muungano Tanzania chini ya mfumo wa serikali mbili kuendelea kuwepo.

Kutokana na majibu hayo yasiyokuwa ridhishi ilinibidi nitafakari mwenyewe na kuishia kudhani kwamba huenda agenda nzuri Muungano Tanzania uliokuwa nayo wakati wa kuundwa kwake chini ya demokrasia ya Chama kimoja imeshageuzwa kimya kimya na kuwa agenda ya wachache ndani ya Tanganyika na Zanzibar wenye lengo la kukuza agenda zao binafsi dhidi ya zile za Muungano kitaifa kupitia wingi wa kura zao ndani ya Muungano Tanzania chini ya demokrasia ya vyama vingi.

Kudhani kwangu hivyo kumetokana na wale wa Tanganyika bara kuridhika bila manunguniko wazanzibari 1,303,569 (2012) kupewa theluthi moja ya wawakilishi ndani ya Bunge la Muungano Tanzania wakati watanganyika 43,625,354 (2012) wakipewa theluthi mbili tu za wawakililishi ndani ya Bunge hilo; wazanzibari kushiriki kwenye Bunge na Baraza la Mawaziri Tanzania yasiyokuwa ya Muungano yanapojadiliwa wakati watanganyika hawashiriki kwenye Baraza la wawakilishi na Mawaziri la Zanzibar yasiyokuwa ya Muungano yanapojadiliwa; Wanzanzibari kuwa na Katiba yao wakati watanganyika hawana yao; na Wazanzibari kuwa na haki ya kumiliki ardhi Tanganyika wakati watanganyika hawana fursa ya kumiliki ardhi Zanzibar. Sijui nitakuwa nimekosea wapi ninapohisi kwamba wazanzibari wanapewa fursa za upendeleo ndani ya Muungano Tanzania kama hongo ili kuwavutia wawepo na kufanikisha agenda ya makundi dhidi ya ile agenda ya wote ndani ya demokrasia ya Muungano Tanzania chini ya mfumo wa vyama vingi!!??

Nitaweza tu kuridhika na agenda ndani ya Muungano Tanzania chini muundo wa serikali mbili (ya Zanzibar nay a Muungano) iwapo Zanzibar na Tanganyika zitapewa idadi za wawakilishi ndani ya Bunge la Muungano kuendana na idadi zao za watu (ikizingatiwa kwamba wawakilishi wanatakiwa wawakilishe idadi sawa za watu ndani ya Bunge la Muungano); Wawakilishi na Mawaziri kutokea Zanzibar wasishiriki kwenye Bunge na Baraza la Mawaziri Tanzania yasiyokuwa ya Muungano yanapojajiliwa; watanganyika wawe na Katiba yao kama wazanzibari walivyo na yao; na fursa ya wazanzibari kumiliki ardhi Tanganyika ifutwe kwa vile watanganyika hawaruhusiwi kumiliki ardhi Zanzibar na Zanzibar haina ardhi ya kugawa kwa watanganyika.

Pia, ni vizuri iwapo Muungano Tanzania utatoa kwa Tanganyika na Zanzibar fursa ya kushirikiana na nchi nyingine au kujitoa kwenye Muungano Tanzania au ushirikiano na nchi nyingine yeyote duniani pale inapoamua ni vizuri kufanya hivyo bila pingamizi lolote ikizingatiwa kwamba ili nchi yeyote ile iweze kufaidi utandawazi kwa kiasi kikubwa ni budi ishiriki kwenye mitandao ya kisiasa, kiuchumi, kitamaduni, kibiashara, n.k. na nchi nyingi iwezekanavyo duniani bila pingamizi kutoka kwa mshirika wake mwingine yeyote na kuachana au kushirikiana na yeyote mwingine pale inapoamua.

Muungano Tanzania usiwe ni sawa ngombe wawili kuwa malishoni huku miguu yao miwili ikiwa imeunganishwa kwa kamba kutakakowasabishia kero kubwa wawapo malishoni. Muungano usiwapunguzie washirika uhuru wao wa kujiamulia mambo yao wenyewe na kushirikiana na wengine kisiasa, kiuchumi, kitamaduni, kibiashara, n.k. kwenye enzi tuliyomo ya utandawazi ulimwenguni.

Tafakari juu njia bora zaidi ya kuwaondolea kero hawa ngombe wawili walioko malishoni huku wakiwa wamunganishwa pamoja kwa kamba migununi kutasaidia sana kutoenyesha njia bora zaidi ya kuondokana na kero za Muungano Tanzania.
Majajiliano yanayohusu umuhimu wa kuendeleza Muungano Tanzania na chaguo la muundo wa serikali yake unaofaa zaidi ni budi yakazingatia mfumo wa demokrasia ya vyama vingi tulio nao na enzi yetu ya utandawazi inayotoa kwa nchi zote ndogo na kubwa duniani fursa sawa za kuchangamkia fursa mahali popote duniani kuendana na sheria na taratibu zilizowekwa na umoja wa mataifa na nchi moja moja duniani pasipo haja ya kuungana pamoja kujijengea nguvu za kujilinda dhidi ya uvamizi kutoka nchi nyingine.
