[wanabidii] What kind of democracy do we want in Tanzania ?

Many of us in Tanzania  and abroad are demanding democracy which we think we understand but there is no consensus on what it covers. At the minimum democracy should include:

1.     Government based on majority rule;

2.     Government based on the consent of the governed;

3.     Free and fair elections at regular intervals;

4.     Protection of minorities;

5.     Respect for basic human rights and freedoms;

6.     Equality before the law;

7.     Due process and political pluralism;

8.     Respect for opposition;

9.     Support for democratic political institutions;

10.    Interest in and access to political participation, among other components (Joshua Kurlantzick 2013).

Ever since the Tanzanian President urged countries in the great lakes region to enter talks with their opposition as the only way of finding everlasting peace in the great lakes region. President Kagame responded in wildly way of declaring war at a neighbouring country Tanzania .

This was due to the remarks which president Jakaya Kikwete repeatedly made questioning reasons as why countries which have continued to support M23 rebels and at the same time forcing president Joseph Kabila of DR Congo to enter into peace talks with the notorious armed group M23 yet they have also failed to held peace talks of armed groups in their own countries and among those he sighted President Kagame who has continued involving himself in DR Congo internal politics yet he has also chronologically failed to negotiate with his own armed group, credible opposition, suffocating free media and lack of freedom of expression in his own country yet he tries to style himself as a saint and a liberator than an autocratic leader.

This prompted president Kagame to make different ruthless public remarks full of war mongering and attacking president Kikwete . It's in this regard that president Kikwete also in return responded to President Kagame's war mongering by warning him that his country is ready to defend her self using all possible means to give him a lesson he will never forget in his life if at all he dares to attack Tanzania or her Special Forces under the UN Intervention Forces in DR Congo .

Our Sources also reveals that the Tanzanian forces are on high alert due to intelligence information which confirms that Rwanda is in it's last preparation of carrying out isolative counter attacks on Tanzanian Special Forces which are under the UN Intervention Forces in DR Congo. Reliable Intelligence sources within President Kagame Intelligence Services reveals to Umuvugizi that the war mongering President Kagame has of recently been repeatedly making in his different public remarks where none apart from vowing to target the Tanzanian forces among the UN Forces in the neighbouring DR Congo which were given mandate by the UN Security Council in her resolution 2028 which created and gave directives UN intervention Forces to work with the existing UN peace Keeping Forces together with the National Forces "FARDC" to save millions of innocent civilians who have been repeatedly cleansed and displaced to neighbouring countries by president Kagame's proxy rebel group M23 which acts as his bridge to Plunder DR Congo wealth mineral Resources .

Today, as many as 6.4 million registered Zimbabwean voters go to the polls to elect their President, Members of the National Assembly and local government representatives in what has become known locally as the first harmonized elections. Previously, presidential elections used not to be held at the same time as National Assembly elections. But all these will now be taking place simultaneously under the new constitution proclaimed on May 22.

Already, some 37, 308 voters cast their ballots during the Special Vote, an advanced arrangement made for security officials, election personnel and other government officials who will be deployed to the 9,670 polling stations throughout the country. An additional 26, 106 of the 60, 956 who had applied to cast their ballot during the Special Vote but who were not able to do so due to logistical hiccups have been allowed to do so after the election management body, ZEC sought the leave of the constitutional court to administer the vote.

Zimbabwe's political, constitution making and electoral history has striking similarities with Kenya in many respects. Like Kenya, Zimbabwe was a British colony. It freed itself from the iron fist of Ian Smith who ruled both Southern and Northern Rhodesia on behalf of the Queen of England.

But it is Zimbabwe's march to a more democratic and inclusive post-independence governance that almost mirrors similar happenings in Kenya.

When post-election violence broke out in Kenya in early 2008, the events that followed the brokerage of the National Peace Accord (NPA) that led to a power-sharing deal between former President Mwai Kibaki and former Prime Minister Raila Odinga informed a similar power-sharing arrangement between President Robert Mugabe and Morgan Tvangirai under the Global Political Agreement (GPA). This ushered in the Government of National Unity in 2009.

Zimbabwe's independence constitution was also hammered at the famous Lancaster House in London, creating a bi-cameral Parliament with a Senate and a House of Assembly and a Bill of Rights.

Like Kanu and Kadu in Kenya, the Zimbabwe African National Union-Patriotic Front (ZANU-PF) and PF-Zapu that had been protagonists in the country's first multi-racial elections in 1980 merged to create a Parliamentary majority, and amended the constitution to create a de facto one-party state.

Increasing poverty, a debilitating three-week civil servants strike in 1996 and trade unionism riding on the crest of disenchantment with economic structural adjustment programmes forced the government to embark on a constitution making project.

And just as it happened in Kenya in 2005 when the LDP wing of Narc campaigned against the government draft constitution, the MDC and the civil society in Zimbabwe successfully campaigned for a "No" vote against a government constitution in the 2000 constitutional referendum.

There are 210 constituencies in Zimbabwe from which the House of Assembly will be elected, just as in Kenya before the increase to 290 recently.

Where the Constitution of Kenya 2010 creates special seats for women in each of the 47 Counties, the first two Parliaments after the introduction of the new constitution in Zimbabwe will have additional 60 women (six each from the ten provinces) members elected through women-only party-list proportionate representation based on the strength of each party in the National Assembly.

Like the famous Agenda Four Reforms in Kenya, Zimbabwe's Government of National Unity had its own slate of reforms to be undertaken before another election could be held.

These reforms were underwritten by the African Union and the increasingly powerful Southern Africa Development Cooperation (SADC). The GPA was a pact between ZANU-PF and the two Movement for Democratic Change (MDC) formations on resolving the challenges facing Zimbabwe after the 2008 elections.

Key elements of the GPA were a restoration of economic stability, security of land tenure system on a non-racial basis and adoption of a new constitution that engenders opportunities requisite for the attainment of equality, national healing, cohesion, unity, the rule of law and related civil liberties.

On the basis of these constitutional reforms, a number of enabling legislative amendments have been carried out, including in the Elections Act, the Zimbabwe Electoral Commission Act, Access to Information and Protection of Privacy Act, Criminal Code provisions relating to insult laws, the Broadcasting Services Act and the Public Order Selective Applications (POSA) Act.

Like in Kenya's deliberative assemblies, the 80-member Senate in Zimbabwe will have representatives of historically marginalized groups, including persons with disabilities.

But senators in Zimbabwe will not be elected through the popular vote. They will be elected in accordance with a party-list system of proportionate representation based on votes cast in National Assembly elections.

Sixty of them will represent the ten provinces--six from each province-- while 18 will be traditional chiefs - two each from the eight provincial assemblies of chiefs. They will be joined by the President and Deputy President of National Council of Chiefs and two others elected to represent persons with disabilities.

In the recent past, certain developments have taken place in Kenya and indeed in the African continent that have confirmed the possibility of entering middle class status not only for Kenya, but also for other nations in the continent.

Specifically in Kenya, the middle class is expanding. There are new discoveries of natural resources, major investments have been carried out in infrastructure, a youthful and forward looking generation of leaders has emerged both in the public and private sectors, the capital markets are performing well and major sectors of the economy are growing.

We can make the assertion that Kenya is on the right path with greater confidence. The economy has demonstrated resilience; the growth projection of between 4.5pc and 6pc is well within the continents projections. The migration to Nairobi by corporates is increasing and more and bigger private equity holders continue to visit.

But along with this positive outlook, challenges abound which if not well addressed could slow down the growth momentum or erode the gains made so far. Inequality in incomes is threatening to become a major source of public discontent and industrial action. Industrial actions are very disruptive to economic performance and if not checked, they can slow growth altogether.

The number of citizens living below the poverty line is increasing; this is a very worrying trend as they will continue to put a strain on the budget. The high spends on the provision of basic services means a big percentage of the budget is actually not being directed to development. The recently released survey on quality of education is another worrying trend. Poor quality of education will, if not checked, reverse any gains that may be made by the improving performance of the private industry.

More worrying though is the increasing appetite for imported goods. The consumption of imported products continues to put pressure on the country's foreign exchange. For real development to take place, the country needs to save up enough capital. This cannot happen in a situation of runaway import growth.

Then there is the exploding population. A growing population is advantageous when it is commensurate to the expansion of the economy and job opportunities. In our case, the current growth is adding to the numbers of youthful people who are not productively employed. This poses a big strain on our economy.

There are other social dynamics that are on the increase that also present challenges to the country's growth momentum, drug problem, HIV/AIDS and other communicable diseases, mushrooming of informal settlements and resource depletion. Policy makers do indeed have tough choices to make, but more importantly the citizens must play their roles in the development of the country.

We no longer can afford to leave the work of making this country better to the government. Granted, the government must take the lead in putting in place mechanisms, whether policy or legal to check the increasing wage bill, unemployment, imports, population explosion and poverty. In addition every single citizen must do their bit at whatever station they are in.

The many negative things that give our country a bad name and serve to deter visitors and investors are committed by citizens. For Kenya to become a better country, we must first become better citizens.

Growth needs balance and it is in finding this balance that the nation must come together and unify towards finding solutions to our development challenges. Individuals must shelf narrow self interest and focus on the greater good.

The quest for higher salaries by our political leaders and workers in the various sectors, justified as it may be, must be checked. We must give the economy space to grow and expand to a comfortable level and in the end; the good salaries will follow.

The debate must shift from dividing the cake to baking a bigger cake.

Validity of the 1890 Heligoland treaty ended with the liberation of Malawi and Tanzania from European colonialism because by addressing colonial interests alone, the treaty violated the traditional rights of affected communities in Tanzania and Malawi on Lake Nyasa (Malawi) they shared peacefully for generations before the arrival of European colonialists. The 1890 Heligoland treaty should therefore end with the end of colonialism in the two countries it affected because retaining
itby liberated Malawi and Tanzania, favours affected communities on the Malawian side at the expense of their counterparts on the Tanzanian side who were not consulted in the colonial institution of the treaty and/ or never approved it.

Also, the 1963 OAU Resolution which stated that countries shall adopt and adhere to the borders that they inherited on their attainment of independence and officially drawn on July 21, 1964 is also not justification of validity of the 1890 Heligoland treaty after the end of European colonialism in
 Malawi and Tanzania because the communities
it would victimize for generations on the Tanzanian side were also not consulted in the drawing of this OAU resolution.

True owners of Lake Malawi (Nyasa) are generations of communities who shared its coastlines in Malawi, Tanzania and Mozambique for generations before the arrival of European colonialism and any agreement or resolution which violates the traditional rights of any affected community on the lake for generations should be considered illegal unless approved by the community it would victimize. And, even if approved by the community it victimizes validity of such approval should not hold for future generations of the affected community because these deserve the right to decide for themselves on the
manmade treaty or resolution violating their traditional right on the lake.

Therefore the 1890 Heligoland treaty and the 1963 OAU resolution on borders are human errors which should be corrected and therefore not justification of the colonial border which denies affected Tanzanian communities their deserved share of Lake Malawi (Nyasa) for generations because they would be victims were not consulted nor approved inaction of both the 1890 Heligoland treaty and the 1963 OAU resolution on national borders.

Consequently, resolution of lake Malawi (Nyasa) dispute should base on the most up to date 1982 UN Convention on the Law of the Sea whichrequires international borders to be erected on the middle of the water bodies encountered on their courses because this was enacted to address violations of the traditional rights of affected communities On water bodies for generations in previous treaties and/or resolutions.

Usomi wa ngazi mbalimbali si sifa ya mtu kufaa kuwa kiongozi, dunia katika historia yake ina majina lukuki ya baadhi ya viongozi ambao walikuwa wasomi, lakini hatima ya uongozi wao haikutofautiana na wajinga. 

Hata hapa nchini kuna baadhi ya viongozi serikalini, kwenye mashirika na hata kwenye sekta binafsi ambao wakikuonesha vyeti vyao vya shule unaweza kuogopa, lakini utendaji wao ni kichefuchefu.


Kisaikolijia sifa za kiongozi ziko wazi na ni muhimu, mtu kuwa nazo kabla au baada ya kupewa cheo. Leo tunataka kuziangalia kwa undani sifa hizi, ili kama wananchi au viongozi wenye dhamana ya kuchagua watu wa kuongoza tuwatazame watu kwa sifa zao kabla na baada ya kuwapa nafasi. Sifa za kiongozi ni hizi zifuatazo:

Awaze mafanikio makubwa
Kiongozi bora lazima awe na maono ya juu ya kuhakikisha kuwa nchi yake, kampuni yake sekta yake inapata mafanikio makubwa, hii ndiyo itakuwa dira ya kazi yake itakayompa muongozo wa kusimamia wafanyakazi na watendaji wote walio chini yake kufikia kiwango cha mafanikio anachokiwaza. Kiongozi asiyekuwa na mawazo ya juu ya kuendelea kutoka mahali alipo hafai.

Awe na nia
Haitoshi kwa kiongozi kuwa na mawazo chanya peke yake bila kuwa na nia ya kuyatimiza. Hivyo, kiongozi atafaa kuchaguliwa kuwa kiongozi endapo tu atakuwa na uwezo wa kuratibu vema na kutekeleza alichowaza. Ajue njia anayopita, awatangulie anaowaongoza kwa vitendo. 

Ajitambue mwenyewe
Lazima kiongozi ajitambue mwenyewe ni mtu wa namna gani, ajue uwezo wake na upungufu wake na awe tayari kujiongezea maarifa kila siku, ili aweze kukabili changamoto na mabadiliko ya ulimwengu. Asome, afuatilie mambo yanavyokwenda na ajifunze kwa wenzake kuhusu kufanikisha malengo yake.

Asimamie maamuzi
Kuna wakati malengo hukumbana na vikwazo, hivyo ni wajibu wa kiongozi kusimamia maamuzi sahihi na kuwa mtu wa mwisho. Kiongozi mwenye kubadilika badilika kama kinyonga, hafai kwa vile kukosa msimamo kuna maanisha udhaifu wa mipango na kujiamini.

Adhibiti msongo wa mawazo
Tunamtarajia kiongozi mzuri awe ni mtu mwenye kupunguza msongo wa mawazo, ili kuifanya akili yake ifikie maamuzi sahihi, lakini kama atakuwa mwenye kuwaza mengi, atajikuta anachanganyikiwa na kuwa mtu wa jazba katika maamuzi na hivyo kuipotosha jamii.

Akubali kukosolewa
Viongozi wasiokuwa na sifa za uongozi huwa hawakubali kukosolewa, wakidhani kuwa hiyo ndiyo njia ya kuthibitisha msimamo wao na usahihi wao. Kiongozi makini ni yule ambaye atakuwa tayari kukosolewa na kuwapongeza wanaomkosoa kwa kutazama mwenendo wake na usahihi wake. Asiyekubali kukosolewa hafai kuwa kiongozi.


Awe msikilizaji
Kiongozi mzuri ni yule ambaye atakuwa tayari kuwasilikiza watu walio chini yake, apokee maoni yao na ikiwezekana ayafanyie kazi. Lakini pia anatakiwa kuwafahamu kwa undani, ili aweze kuwaongoza vema kufuatana na hali zao. Akiwa na watu walemavu wenye kasoro kadhaa wa kadhaa anatakiwa kuwatambua kabla na baada ya kuwa kiongozi wao. Kuongoza usichokifahamu ni ujinga.


Afuate haki
Kiongozi imara anatakiwa kufuata haki katika kuongoza kwake, asijione mwenye haki zaidi ya wale anaowaongoza katika sheria. Ni muhimu kwake kuwafanya walio chini yake kujiona wako huru katika mawazo na matendo. Kiongozi anayetumia nguvu na ukali kuongoza watu hafai. Hata yule mwenye kujivunia uongozi wake naye hafai.

Awe egemeo la watu
Sifa nyingine ya kiongozi ni kuwa egemeo la watu wake katika shida na raha. Kiongozi mzuri ni yule ambaye atakuwa tayari kusikitika, kuomboleza, kufurahi pamoja na watu wa chini yake bila kujitenga nao. Ajitolee kuwatumikia watu kwa hali na mali na awe tayari kutumika zaidi kwa maslahi ya wengine.

Atie moyo watu
Kiongozi mzuri ni yule ambaye atakuwa na uwezo wa kuwatia moyo walio chini yake ili waweze kuendeleza vipaji vyao. Haipendezi kwa kiongozi kuwavunja moyo watu kwa kauli za kudharau kazi na jitihada zao walizojaribu kufanya katika kutekeleza majukumu yao kama wafanyakazi au wananchi.

Afurahie mafanikio

Sifa nyingine muhimu ya kiongozi ni kuwa tayari kufurahia mafanikio aliyopata pamoja na watu wake. Ni wajibu wa kiongozi kutoa tuzo, kuwashukuru wafanyakazi wake na kuwa tayari kuwapa ofa. Hii itasaidia kuwafanya watu waone hawajapoteza nguvu zao katika utendaji wao na kwamba wanakubalika. Si busara wakati mwingine kuwakosoa watu mbele ya hadhara na kueleza kutofurahishwa na kazi zao.


Aungane na wa chini yake

Mtu kuwa kiongozi haimaanishi amekuwa wa tofauti na watu wengine kiasi cha kushindwa kuchangamana nao kama wanavyofanya baadhi ya viongozi. Kiongozi mwema ni yule atakayeungana na watu wake katika maisha ya kawaida. Kuwa kiongozi haimaanishi kwamba watu watakufuata wewe kila siku, wakati mwingine wewe unatakiwa kuwafuata wao na kuwa nyuma yao hata mahali walipokosea au wanapokabiliwa na makosa, watetee na uoneshe kuwajali na kuwapigania, makosa utayahesabu baada ya utetezi wako kukamilika.



Akubali lawama
Kama kiongozi amefanya mambo ambayo jamii haikupendezwa nayo anachotakiwa kufanya ni kukubali kulaumiwa. Ikiwa anaongoza kitego cha umeme kwa mfano na watu hawakupata nishati hiyo kwa wakati hatakiwi kukwepa lawama, vivyo hivyo kwenye wizara na idara au nchi kwa ujumla.

Afahamu kutatua matatizo
Kiongozi mzuri ni yule ambaye atakuwa na uwezo wa kuzuia migogoro na kuitatua kwa haraka. Muongozo mzuri katika eneo hili umesimama katika mawasiliano na watu wa chini, mawasiliano haya ndiyo yatakayomuwezesha kiongozi kujua matatizo waliyonayo wafanyakazi wake au hata jamii anayoiongoza na hivyo kumfanya apate wasaa wa kuyashughulikia mapema.

Ajifunze kwa makosa
Wakati mwingine mawazo na mipango inaweza ikaenda kombo, hivyo ni wajibu wa kiongozi kujifunza kutokana na makosa yake au ya wale anaowaongoza, ili kuepuka kurudia makosa yale yale na kumfanya apoteze sifa za kuwa kiongozi mzuri.
Mwanafalsafa Winston Churchill aliwahi kusema "The price of greatness is responsibility." Thamani ya ukuu ni uwajibikaji.



Awe mwaminifu
Miongoni mwa maeneo magumu kabisa yaliyowashinda na yanayoendelea kuwashinda viongozi wengi ni uaminifu. Kiongozi bora ni yule ambaye yuko tayari kusimamia muongozo wa katiba ya nchi au marufuku alizowekewa katika madaraka yake. Hii inakwenda sambamba na kutowaonea, kuwanyanyasa wa nchini yake kwa kutumia cheo chake. 

Awe mkweli
Viongozi wengi hasa wa kisiasa siku hizi ni waongo hakuna mfano, wamejaa ahadi zisizotekelezeka na hata wanapogundua kuwa hawana uwezo au wamekwama kuzitimiza, hawaoni haja ya kutubu mbele ya wanaowaongoza. Kiongozi makini ni yule atayekuwa tayari kuonesha ubora wa matendo na kauli zake.

Asiwe mwenye majungu
Kuna baadhi ya viongozi kwenye maofisi wanaendekeza sana majungu na pengine kuyapa umuhimu wa hali ya juu. Hii ni sifa mbaya kwa kiongozi yo yote, hivyo anayetumikia 'umbea' katika ofisi aliyokabidhiwa kama mkuu anapaswa kuondolewa. Kiongozi makini atatumia uwezo wake kuzuia watu wasimsengenye/wasisengenyane kwa kuwa muwazi na mwenye kufungua milango ya watu kumuona na kumlaumu na kueleza hisia zao.

Awe bora
Kwa kila analofanya kama kiongozi lazima alifanye kwa ubora, asiwe mtu mwenye kulipua kazi na kufanya chini ya kiwango cha uwezo wake. Kila siku katika kazi, maamuzi, usimamizi, utekelezaji lazima atumike zaidi ya uwezo wake.

[wanabidii] Tanzanian ambassador urges American companies to compete for USA contracts
With the U.S. government poised to invest billions of dollars more in aid to Africa, American companies are in danger of failing to cash in on the new largesse because of fears about the continent's stability, the ambassador from one of Washington's major African allies told editors and reporters at The Washington Times on Monday.

Liberata Mulamula, Tanzania's new envoy to the United States, said China, Brazil, Germany and other global competitors are pursuing contracts worth billions of dollars and proposing investments in her country far more aggressively than U.S. firms.

She blamed that reaction in part on a monolithic view of Africa by Americans, sometimes fueled by State Department travel warnings that fail to separate peaceful countries like hers form others suffering from civil war and terrorism.

However, President Obama's visit to Tanzania on July 1 as part of his Africa trip "brought Tanzania into focus as a peaceful, stable country."

"The visit of President Obama put us on the map," she added. Now she hopes that corporate America will get

 the message.

"American companies have been quite reluctant to engage [in Tanzania]," said Mrs. Mulamula. "We have resources, oil, gas. Surprisingly, there is only one American company engaged in gas exploration."

The U.S. firm Exxon Mobil Corp., partnering with Norwegian oil group Statoil ASA, has discovered a large deposit of natural gas off the coast of Tanzania.

Tanzania presents other opportunities for investment in sectors that range from telecommunications to tourism and agriculture, Mrs. Mulamula said.

In 2008, Tanzania received $698 million from the Millennium Challenge Corp., an independent U.S. foreign aid agency that helps lead the fight against global poverty. The compact aimed to build roads and other infrastructure in the country.

No U.S. companies bid for these projects, which eventually were snapped up by Chinese firms.

"So [the Chinese] are using American money to build our roads and infrastructure," Mrs. Mulamula said.

The corporation's five-year grant ends in September, but Tanzania is eligible to develop proposals for a second grant. The Tanzanian government plans to focus on electrification and building roads in rural areas.

"We are hoping and praying that [the money] won't be less," Mrs. Mulamula said.

She had a message for American companies: "There is money from your government. Make use of it."

Mrs. Mulamula said U.S. companies are getting left behind "not [only] by the Chinese, but by the Brazilians, the British, the South Africans, the Germans, you name it."

"American companies have a lot to catch up," she added
On his visit, Mr. Obama announced the Power Africa initiative aimed at doubling access to electricity in sub-Saharan Africa. The U.S. will commit more than $7 billion over the next five years to this effort.

"This is big money," said Mrs. Mulamula, urging U.S. companies to take advantage of this opportunity.

She said American companies have been reluctant to avail of opportunities in Tanzania because they were not sensitized. "Also, I think the Americans are not really risk takers," she said.

"For many, only now they know that Africa is not one, and that when you come to Tanzania, Tanzania is not Darfur," she said, referring to the conflict-torn western province of Sudan.

"They hear a lot about this bad image, which prevents them and they think twice," she added. "They still have this perception that they might invest today, and tomorrow there is nationalization."

Tanzania is one of the world's fastest-growing economies. In conversations with their American counterparts, Tanzanian officials frequently cite the example of the cellphone boom in their country, which U.S. firms missed because of their apprehensions about Africa.

"The continent is not still short of conflicts. But don't paint us with the same brush," said Mrs. Mulamula.

Meanwhile, China, which has a long-standing relationships in Africa, including with Tanzania, has steadily increased the size of its footprint on the continent. Chinese President Xi Jinping visited Tanzania in March.

"For us, it is a very healthy competition," she said of the efforts by China and the U.S. to woo her country. "When the Chinese came with this new thrust, it caused ripples. The Chinese, because they have been there, they know the terrain."

However, Chinese companies rarely make actual investments. "They are not big investors, yet," she said.

Mrs. Mulamula presented her credentials to Mr. Obama on July 18 and met Donald Yamamoto, acting assistant secretary for African affairs, at the State Department on Monday.

She said the State Department bore some responsibility for scaring U.S. investors away from her country.

"Sometimes you rush to make statements that are really scary travel warnings, the kind of things which other governments don't do, but the American administration is always quick and they don't know what damage they are causing, not only to us but also to American investors," she said.

A State Department official, who spoke on the condition of anonymity, said "travel warnings are part of our commitment to protect U.S. citizens traveling and residing abroad" and include "factual information."

The official said the U.S. applies "a no-double-standard policy to ensure that information about specific, credible, and non-counterable threats is shared with both the official and non-official U.S.-citizen community.

MFUMO MPYA WA KULIPA ADA ZA MWAKA ZA MAGARI KWA NJIA YA MTANDAO

Kuanzia mwezi Agosti 2013 malipo yote ya ada za mwaka za magari (annual road license) yatafanywa kwa njia ya mtandao kwa maana ya kutumia simu za kiganjani, benki na wakala wa Maxmalipo.

Mfumo huu utatumika kulipa ada za mwaka za magari ambapo mlipakodi anaweza kupata taarifa ya kiasi cha kodi anachotakiwa kulipa.

Faida za mfumo.

Mfumo huu umeanzishwa kutokana na faida nyingi kama:
  • Mfumo huu ni rahisi kutumia na utapunguza misongamano isiyo ya lazima katika ofisi za Mamlaka ya Mapato na benki na hivyo kumwezesha mlipakodi kulipa ada ya gari lake akiwa mahali popote nchini.
  • Mfumo huu una panua wigo wa njia za kulipa kodi kwahiyo unampa mlipakodi uhuru wa kuchagua njia ambayo anaona ni rahisi kutumia kutokana na mazingira atakayo kuwamo.
  • Vilevile kwa kutumia utaratibu huu mlipakodi anaweza kuhakiki kiwango cha ada ya gari anachotakiwa kulipa na hivyo kuepuka udanganyifu unaofanywa na vishoka ambao huwarubuni wananchi kwa kuwapa taarifa za viwango vya ada za magari visivyo sahihi.
  • Mfumo huu ni salama kwani kuna uhakika kwamba malipo yote ya kodi yanakwenda Benki Kuu kwani unaondoa mwingiliano wa wafanyakazi wa TRA na walipakodi.
  • Kwa upande mwingine mfumo huu unaiwezesha TRA kukusanya kodi kwa gharama nafuu.

Utaratibu wa kutumia mtandao kulipa ada za magari ni kama ifuatavyo:

  1. Kufahamu kiwango cha kodi. Tuma ujumbe wenye neno "Kadiria" au "Assess" acha nafasi andika namba za  gari mfano KADIRIA T171AUC kwenda namba 15341.  
  2. Kulipa: Tuma ujumbe wenye neno; "sajili" acha nafasi na kuandika namba ya gari husika. Tuma ujumbe huo kwenda namba15341. Baada ya hapo mlipakodi atapata ujumbe wa namba ya kumbukumbu ya malipo (Reference number).
  3. Fanya malipo kwa kutumia TIGOPESA, MPESA, AIRTELMONEY au wakala wa MAXMALIPO kwa kutumia namba ya kumbukumbu uliyopata.
  4. Kuchukua cheti: (sticker ya gari): nenda katika ofisi yoyote ya TRA ukiwa na namba ya kumbukumbu uliyoitumia kufanya malipo.

Zingatia.

Ili kuweza kuchukua kadi ya gari mlipakodi anatakiwa kuwa na kitambulisho chochote kama vile kitambulisho cha Taifa, Hati ya kusafiria, Lesseni ya udereva, Kitambulisho cha mpiga kura n.k.

Mfumo wa kulipa ada za magari za mwaka ni muendelezo wa maboresho ya mfumo wa kulipa kodi kwa mtandao (Revenue Gateway) ambao ulibuniwa na TRA kwa kushirikiana na Benki Kuu (BOT). Mfumo huu umeanza kutumika rasmi Julai Mosi 2013.

Mfumo wa RG pamoja na kuwa unaunganisha mifumo ya TRA na Benki Kuu pia unaiunganisha TRA na walipakodi, Benki za Biashara, Makampuni ya simu (M-PESA, TIGOPESA, AIRTELMONEY n.k) pamoja na wadau wengine kama vile Hazina na NIDA.

Wito.
Tunatoa wito kwa wananchi wote kuungana na TRA katika maboresho ya mifumo yanayoendelea kwa kuitumia mifumo hiyo kwani imewekwa kwa ajili yao ili waweze kulipa kodi stahiki bila usumbufu wowote.
Pia tunawaomba wananchi wote wanaolipa ada mbalimbali za magari kuitumia fursa hii ya kulipa kwa njia ya mtandao ili waweze kuendelea vema na shughuli za ujenzi wa taifa badala ya kutumia muda mwingi katika misurusu kwenye mabenki.

[wanabidii] 6 Days to our AGM

Dear Friends, Members and Partners,
We only have six days to go to our 1st AGM and I will be giving our Members daily updates on our progress.
I want to appreciate our Friends and Partners who have called me to express their appreciation with our progress. I must salute Dr Korir Singoei, Ms Irene Wasike, Mr. Dick Aduong'a, Mr. Orina Nyamwamu, Gen Elijah Kombo, Mr. Joe Omanya and a host of more Friends for their comments and encouragement.
It has never been an easy ride. We have faced snares and loud mouths in this Journey of Hope across Kenya. We have faced criticisms that are fueled by jealousy and nothing else, and we have maintained what we are doing. We have been accused of things we have no idea about, and traps have been set in our path but we have never faltered.
Some have even written plenty of letters to our Partners and Sponsors and they have failed miserably to kill our spirit. I did not know that men can also be this jealous
We have come a long way and I am happy that what we started on a small scale as a Monthly Nationwide Clean-up Campaign is getting institutionalized across Kenya. We have played our part and now, those who are being paid by our taxes and are elected by the people must stand up and do their part. They have the legal mandate and they have the resources.We will be watching and acting appropriately as we move forward.
History and historians will judge us by what we have done and not by what people said about us.
We have now Registered a Sacco Society for our Members and again, I was laughing when the usual loud mouths started deriding what we were doing. They wrote all they could but we remained focused on our mission.
Kimisho Savings and Sacco Co-operative Society Ltd- KSSL is now Registered and we will be hosting our 1st AGM on the 6th August 2013 to ostensibly elect our Management Committee.KSSL is a child of The Clean Kenya Campaign-TCKC and KCDN and we are happy that our Membership covers across Kenya.
We are building Three Tiers of Management at Kimisho. We will have the Board of Directors for KCDN. We will then have the Management Committee for KSSL and lastly, we are going to have an Investment Club. All these will be legal entities and they will be managed by recruited and competent professionals.
Kimisho is not going to be a holiday resort for the Management. We are going for results and the good thing is, we pride in all that we do and we put in a lot of effort, research and performance. We value results and we want to see changes in our 1st Three Years of operations. We are not going to spend our time moaning about politics, economy and the decaying social fabrics. We are doing something about it.
We are going to mobilize for resources for our Members in the fight for Economic Empowerment and Poverty Eradication. And I am happy with the calibre of professionals who have applied for Leadership of Kimisho. Apart from the Management Committee, we are going to competently recruit a General Manager to run the affairs of KSSL and the Kimisho Investment Club. We are in discussions with the Commisioner for Co-operative Development, the CEO at Sasra and the Managing Director at Kusco so that they can help us recruit the right person at the right time.
These are not things that happen by themselves. They are made to happen and I must salute the Team around me who are helping me to shape this process- Fred Banja, Judith Ombok, Dismus Obondo, Isaiah Bwana, Merab Akuom and Mary Akello Omollo in Busia.
Again, I must appreciate the strategic advice I have been receiving from some of our political and religious Leaders. This has been so helpful and it has given me the energy that I need in this Campaign.
We are going to unveil our entire Team on the 6th August 2013 during our AGM and our Journey of Hope across Kenya is truly going to be exciting. Registration of Members for KCDN is open to all and all payments are made vide our KCB Mpesa Pay Bill No. 522522 to Account No 114 2400 913. Registration is currently Kshs 300.00 per Member, but is going to be adjusted to Kshs 500.00 from the 6th August 2013.
Pooling Resources together to fight the hard economic times is the way to go and as many as are of friendly opinion and support are invited to join with us at KSSL for Our Journey of Hope across Kenya. We have formed 60 Table Banking Units across Kenya and want to walk with all our Friends, Members and Partners. As usual, we will accept and appreciate comments that add value. But we will treat with utmost contempt comments from journeymen and pedestrians.
Lastly, I want to salute and appreciate our Members, Friends and Partners who have sent us their voluntary contributions to help us host our 1st AGM. It is a sure mark of confidence in what we have been doing and the direction we are taking. If you want to be part of the Kimisho Family, kindly get in touch.
