NCHI IMEINGIA TENA KWENYE MGAWO WA UMEME, SERIKALI IELEZE WANANCHI UKWELI NA HATUA KUHUSU UDHAIFU KWENYE UTEKELEZAJI WA MPANGO WA DHARURA

Nchi imeingia tena katika mgawo wa umeme kinyume na ahadi iliyotolewa na Waziri wa Nishati na Madini Prof Sospeter Muhongo bungeni tarehe 28 Julai 2012.

Hali hiyo ni matokeo ya Serikali kutozingatia tahadhari niliyoitoa bungeni tarehe 27 Julai 2012 kwa niaba ya Kambi Rasmi ya Upinzani na kwa nyakati mbalimbali kwa nafasi yangu ya Waziri Kivuli wa Nishati na Madini juu ya hali tete iliyotarajiwa kuwepo na hatua zinazopaswa kuchukuliwa katika utekelezaji wa mpango wa dharura wa umeme.

Ikiwa ni sehemu ya wajibu wa kibunge wa kuisimamia Serikali nawataka viongozi na watendaji wa Wizara ya Nishati na Madini na Shirika la Umeme Nchini (TANESCO) kuacha kuficha hali ya mambo na kuwaeleza ukweli wananchi kuhusu mgawo wa umeme uliojitokeza na hatua za haraka zinazochukuliwa kurekebisha hali hiyo.

Iwapo Wizara na TANESCO hawatatoa matangazo ya ukweli kwa wananchi, kwa nafasi yangu ya Waziri Kivuli wa Nishati na Madini nitaeleza vyanzo vya mgawo wa umeme uliojitokeza ili hatua ziweze kuchukuliwa wakati huu ambapo wajumbe wa kamati ya nishati na madini wenye wajibu wa kuisimamia Serikali kwa niaba ya Bunge katika sekta hizo nyeti hawajateuliwa.

Aidha, pamoja na kutoa maelezo kuhusu mgawo wa umeme, Wizara ya Nishati na Madini na TANESCO watumie nafasi hiyo pia kueleza hatua zilizochukuliwa kuhusu ukaguzi wa awamu ya pili kuhusu tuhuma za ufisadi katika ununuzi wa vifaa na uzalishaji wa umeme wa dharura ikiwemo kuhusu mafuta mazito ya kuendeshea mitambo ya kufua umeme.

Ikumbukwe kwamba mwanzoni mwezi Agosti 2012 Ofisi ya Mkaguzi Mkuu wa Hesabu za Serikali (NAOT) iliunda timu ya wakaguzi kufanya ukaguzi maalum wa hesabu za Shirika la Umeme (TANESCO) kufuatia tuhuma za ubadhirifu wa fedha za umma zilitajwa bungeni na Waziri Kivuli wa Nishati na Madini katika maoni ya Kambi Rasmi ya Upinzani tarehe 27 Julai 2012 na Waziri wa Nishati na Madini wakati wa majumuisho ya hoja ya Serikali tarehe 28 Julai 2012.

Wizara ya Nishati na Madini na TANESCO waeleze pia hatua iliyofikiwa kuhusu uchunguzi mwingine uliofanywa na Mamlaka ya Udhibiti wa Ununuzi wa Umma (PPRA) kuanzia mwezi Agosti 2012 wa mchakato wa ununuzi wa mafuta mazito ya kuendeshea mitambo ya kufua umeme wa dharura kutokana na tuhuma mbalimbali zilizotolewa bungeni kuhusu ununuzi huo suala ambalo Kambi Rasmi ya Upinzani ilitaka pia tarehe 27 Julai 2012 liundiwe kamati teule ya Bunge ili uchunguzi wa kina uweze kufanyika.

TAHADHARI KUHUSU WATU WANAO FANYA UTAPELI MTANDAONI KWA JINA LA TAASISI YA RAFIKI ELIMU.

Uongozi wa  Taasisi Ya RafikiElimu Foundation unapenda kuwahadharisha wananchi wote juu ya kuibuka kwa kundi la watu wanaofanya utapeli mitandaoni kwa kutumia jina la Taasisi ya RafikiElimu ( RafikiElimu Foundation.)

Siku ya Ijumaa ya leo tarehe  28 FEBRUARI 2013 mnamo majira ya saa 5 kamili asubuhi, ofisi yetu ilitembelewa na mwanadada aliye jitambulisha kwa jina la  HAWA MUSSA.

Mwanadada huyu baada ya kujitambulisha, aliomba kuonana na  HUMAN RESOURCES MANAGER wa Taasisi ya RafikiElimu, baada ya kumuona alionesha fomu aliyopewa kupitia mtandaoni na watu waliojitambulisha kwake kama  RafikiElimu Foundation.

Watu hao walitoa tangazo kupitia mtandao wa ZOOM TANZANIA wakidai kuwa wana wa- link, wahitimu mbalimbali wa vyuo vikuu    na taasisi mbalimbali zisizokuwa za kiserikali kwa ajili ya kufanya kazi katika taasisi hizo kama  volunteers.

Mwanadada huyu akaendelea kueleza ya kwamba, baada ya kuona tangazo hilo alivutiwa na kutuma maombi ambapo walimjibu kwa kumpatia fomu aliyo takiwa kuijaza na kuirejesha kwao. Baada ya kujaza fomu hiyo, walimtumia barua pepe nyingine na kumwambia kwamba maombi yake yamekubaliwa, kisha wakamtumia fomu na kumwambia aijaze, aimbatanishe na   CV yake, na kuwatumia pesa kiasi cha shilingi Elfu Tano ( TSh. 5,000/=) kwa njia ya MPESA kwenda namba  0763906931 (AMBAYO MBAYA ZAIDI, WAMEISAJILI KWA JINA LA RAFIKIELIMU).

Baada ya kuwatumia pesa hiyo, wakamwambia aripoti na fomu yake iliyojazwa na kuambatanishwa na CV kwa HUMAN RESOURCES MANAGER   wa Taasisi ya RafikiElimu (ambaye kwenye barua hiyo walimtaja kama Mr. ALBERT EMMANUEL ) siku ya tarehe 28 FEBRUARI 2013 saa 5 kamili asubuhi.

Sisi Taasisi ya RafikiElimu tumeshangazwa sana na taarifa hii kwa sababu kwanza, hatukutoa tangazo la aina hiyo, lakini pili huwa hatuwatozi watu pesa ili kuwatafutia   nafasi za kujitolea. Tumefadhaishwa sana.

Tumebaini kuwepo kwa   utapeli unaofanywa na watu kwa jina letu, hivyo moja kwa moja tumekwenda kuripoti tukio hili la uhalifu katika kituo kidogo cha polisi kilichopo katika Chuo Kikuu Cha Dar Es salaam, sehemu ya Mlimani na kupewa RB namba    UD/RB/849/2013  WIZI KWA NJIA YA MTANDAO. Tumelitazama tangazo hilo katika mtandao wa Zoom Tanzania. Tangazo hili lililowekwa mtandaoni mnamo siku ya tarehe   05 FEBRUARI 2013 lilisomeka kama ifuatavyo :

iiii. Ni vyema kufanya uchunguzi ili kujiridhisha kama taasisi hiyo kweli ipo.

iv. Unapoona tangazo la kazi, na kuvutiwa nalo, jitaidi kuwapigia simu walioweka tangazo na kuwauliza   maswali mawili matatu kuhusu kazi hiyo.

[wanabidii] Mizinga Melu is a new NBC’s Managing Director

Dar es Salaam February 28, 2013.

The National Bank of Commerce (NBC) has today announced the appointment of Mizinga Melu as its new Managing Director, subject to regulatory approval. The appointment is with effect from 20th May 2013.

Mizinga is joining NBC from Standard Chartered Bank Zambia where until now she has been Managing Director since 2007. She takes over from Lawrence Mafuru, who left the bank in December, 2012.

Mizinga has previously served in senior roles at Standard Chartered, including as Global Head of Development Organisations in the United Kingdom where she was responsible for strategy development and implementation as well as Africa Regional Head of Financial Institutions in Kenya and South Africa where she led formulation of Standard Chartered's FI business strategy in Africa. Prior, she served as Head of Treasury at Standard Chartered Bank Tanzania between 2000 and 2003.

Mizinga holds a Masters in Business Administration (MBA) from Henley Management College (UK) and is an Associate of the Chartered Institute of Bankers (A.C.I.B). She holds numerous other banking qualifications.

Commenting on the appointment, Barclays Africa Chief Executive Officer and Head of Africa Group Strategy, Kennedy Bungane said: "The appointment of Mizinga reiterates the importance of NBC to our 'One Africa Strategy' and we are excited that she is joining us at a time we are making steady progress towards our goal of becoming the go-to bank in Africa."

Dr. Mussa Juma Assad, Chairman of NBC commented: "The board welcomes Mizinga to NBC and looks forward to working with her in maintaining the position of NBC as a leading bank in Tanzania."

Commenting on her appointment, Mizinga said: "NBC has over the years proven to be an important financial services provider in Tanzania. I am privileged to have the opportunity to lead this great bank at this important moment and I am looking forward to working with every colleague in NBC as we continue on our journey of transforming the bank in the market."

Mizinga will report directly to Kennedy Bungane, Barclays Africa Chief Executive Officer and will be a member of the Barclays Africa Executive Committee.

TAARIFA KWA UMMA KUHUSU MABADILIKO YAMFUMO WA UKUSANYAJI MAPATO

Menejimenti ya Hospitali ya Taifa Muhimbili iko kwenye mchakato wa kutekeleza mikakati mbalimbali inayolengakuongeza mapato ili kuiongezea uwezo wa kifedha unaohitajikakatika kuboresha utekelezaji wa shughuli mbalimbali zaHospitali ikiwemo utoaji wa huduma kwa wagonjwa. Mikakati hiyo pamoja na malengo mengineyo, inakusudia kuhakikisha kuwa Hospitali inakusanya kikamilifu mapato yatokanayo naada mbalimbali wanazolipa wagonjwa ili kuchangia gharama za huduma mbalimbali zitolewazo hivyo kuongeza kiwango chaubora wa utoaji huduma ya tiba kwa wagonjwa.

Aidha, kufanikiwa kwa lengo hili kutaiwezesha Hospitali kuvuka lengo la kugharamia bajeti ya matumizi ya kawaida, kwa kutumia mapato ya ndani kwa asilimia arobaini kama Sera ya Mabadilikoya Taasisi za Umma inavyoelekeza. (Public Sector Reforms). Kwa sasa Hospitali inagharamia bajeti ya matumizi ya kawaidakwa kutumia mapato ya ndani kwa asilimia 58%.

Menejimenti ya Hospitali ya inategemea kuwa, mabadiliko haya ya mfumowa ukusanyaji wa mapato kwa kutumia benki, yataongeza makusanyo ya ndani kwa asilimia hamsini (50%) au zaidi na hivyo kuongeza uwezo wa kifedha wa Hospitali kugharamia bajeti ya matumizi ya kawaida kwa kutumia mapato ya ndanikutoka asilimia 58% hadi 72% katika mwaka wa fedha2013/2014.

Tunapenda kuwafahamisha kwamba moja ya mikakati inayotekelezwa na Menejimenti ya Hospitali ya Taifa Muhimbili, ni kuboresha udhibiti wa mfumo wa ukusanyaji mapato ya ndani.

Katika jitihada za kuboresha na kudhibiti mfumo wa ukusanyaji mapato unaotumika hivi sasa, Hospitali imeingia katika makubaliano na benki ya National Microfinance Bank (NMB) ambayo itatoa huduma ya ukusanyaji mapato kwa niaba ya Hospitali. Makubaliano ya kutoa huduma hii yalifikiwa baina ya Benki ya NMB na Hospitali ya Taifa Muhimbili mwezi wa Januari2013 na maandalizi ya kutoa huduma hii yalianza.

Maandalizi haya yapo katika hatua za mwisho na tunategemea kuanza kutumia mfumo mpya wa ukusanyaji mapato kupitiabenki ya NMB kuanzia siku ya Jumatatu, tarehe 11/03/2013.

Katika mfumo huu mpya wa kukusanya mapato, tutakuwa na vituo vitatu ndani ya Hospitali ambapo vituo viwili vitakuwa katika jengo la wagonjwa wa nje (New Outpatient Block) ambalo lipo mkabala na jengo la wazazi na kituo kingine kitakuwa katika jengo la kutolea huduma ya vipimo vya mionzi (lijulikanalo kama - Jengo la X-ray).

Katika mfumo huu mpya, mgonjwa atatakiwa kupata hati yagharama ya malipo ya huduma (bill note) itakayokuwa inatolewa na wafanyakazi wa Hospitali katika vituo ambavyo vitakuwa karibu na maeneo yote ya kutolea huduma. Hati ya gharama ya malipo ya huduma (bill note) itaonyesha huduma ambazo mgonjwa anahitajika kulipia na kiasi cha fedha zinazopaswa kulipwa. Baada ya kupata hati hiyo, mgonjwa ataelekezwa sehemu kilipo kituo cha benki ambako atafanya malipo na kisha kwenda sehemu ya kupata huduma inayohitajika.

Ili kuepusha usumbufu kwa wagonjwa, Menejimenti ya Hospitali imeandaa wafanyakazi maalum ambao watakuwa na mavazi maalum ili (yaliyoandikwa niulize mimi) kuwaelekeza wagonjwa na wateja wetu wengine sehemu za kupata hati ya gharama ya malipo ya huduma na sehemu ya kulipia nakuwapa maelezo zaidi kuhusiana na utaratibu mpya wa malipo. Aidha, kutakuwepo na vibao vitakavyoelekeza sehemu vilipo vituo vya kulipia vya benki ya NMB.

Benki ya NMB itatoa huduma hii kuanzia saa mbili asubuhi hadi saa kumi na nusu jioni, kwa siku za Jumatatu hadi Ijumaa. Siku za Jumamosi huduma ya malipo kupitia benki itatolewa kuanzia saa mbili na nusu hadi saa nane na nusu mchana. Muda wote ambapo vituo vya benki vitakuwa vimefungwa, huduma ya malipo itaendelea kutolewa kwa kutumia mfumo unaotumika hivi sasa katika kituo kimoja tu kilichoko Idara yaMagonjwa ya Dharura.

Ni mategemeo yetu kuwa wafanyakazi wote wa Hospitaliya Taifa Muhimbili pamoja na wateja wetu watatoa ushirikiano mkubwa na wa dhati ili kuiwezesha Hospitali kutimiza malengo yake ya kuboresha ukusanyaji mapato na hivyo kuongeza uwezo wa kifedha unaohitajika kuboresha huduma za matibabu,pamoja na kutimiza maelekezo ya Sera ya Uchangiaji wahuduma za afya.Ni matumaini yetu tutapata ushirikiano wa kutosha katikakutekeleza azma yetu.

Kamata kamata hii imesababisha kutuo cha polisi mwenge kuvamiwa na
vijana hawa wanaotuhumiwa kwa ajili ya kushugulikia wenzao ambao
tayari wameshawekwa rumande kwa kukutwa na unifomu au wakifanya kazi
ndani ya kutuo kama askari jamii .

Mpaka sasa hivi hakuna maelewano maana watu wameanza kurushiana maneno
na kutishiana .

Kwenye kundi la watu wa mataifa tofauti ukimsikia Mtanzania anamtamkia Mtanzania mwenzake, tena kwa Kiswahili; " E bwana inuka twende zetu!", na Mtanzania huyo mwingine akabaki amekaa bila kushtuka, basi, utilie mashaka UTanzania wake.

Ndio, " Inuka twende ni kwa waliogana". Ni watu wenye kufahamiana. Ni ndugu.

Nimeanza kuingiwa na hofu kuwa Watanzania tumeanza kupoteana kama ndugu. " Inuka twende' yetu imeanza kuangaliwa kwa sura ya udini, ukabila na itikadi.

Hatujafika pabaya sana, lakini, tunakoelekea ni kubaya. Tumeshaziona ishara. Miongoni mwetu Watanzania tumeanza kuzisikia kaauli za ; " Umewasikia jamaa zetu Wakrito? Umewasikia jamaa zetu Waislamu? Umewasikia jamaa zetu WaZanzibar? Umewasikia jamaa zetu wa Bara?......"

Hizi ni ishara za undugu unaosambaratika. Zamani sisi sote tulikuwa ni ndugu. Tulitembea pamoja, ishara ya watu tuliopatana.

Leo kuna Watanzania wanaoambiwa; " E bwana wee, siku hizi nakuona unatembea na kuongea na wale jamaa zetu wa upande mwingine!"

Ndio, Watanzania tumeacha kuwa ndugu. Tunagawanyika kwenye mapande. Ni kwa kuzitazama tofauti za dini, kabila na itikadi.

Hatujafikia pabaya, lakini, tunakoelekea ni kubaya. Tukumbuke; " Inuka twende ni kwa waliogana". Watanzania tulishaagana. Tulishakubaliana. Tulijua tunakokwenda kama Taifa. Kama ndugu. Tumeanza sasa kusambaratika.

Tuinuke sasa twende kupambana na yote yenye kutugawa kama ndugu wa taifa moja. Tuna kila sababu, nia na uwezo wa kushinda mapambano haya dhidi ya ubaguzi wa aina zote.

VATICAN CITY — Pope Benedict bid an emotional farewell at his last general audience yesterday, saying he understood the gravity of his decision to become the first pontiff to resign in 600 years but that he had done it for the good of the Roman Catholic Church.
Addressing an estimated 150,000 people in St Peter's Square the day before he steps down, Benedict said his crisis-hit papacy had included moments of joy   but also difficulty when, "It seemed like the Lord was sleeping."
Sitting on an ivory coloured throne on the steps of St Peter's Basilica and frequently interrupted by applause from the crowd, the pontiff said: "There were moments when the waters were choppy and there were headwinds."
When he finished his speech the crowd, including many red-hatted cardinals, stood to clap.
Benedict will abdicate on Thursday night and then cardinals begin consultations ahead of a conclave to choose his successor.
He said he had great faith in the future of a troubled Church, adding: "I took this step in the full knowledge of its gravity and rarity but with a profound serenity of spirit."
Loving the Church meant, "having the courage to take difficult and anguished choices, always having in mind the good of the church and not oneself," he said.
The pope says he is too old and weak to continue leading a Church beset by crises over child abuse by priests and a leak of confidential Vatican documents showing corruption and rivalry among Vatican officials............

Subject: (VVM Forum) WHY PRIME MINISTER RAILA ODINGA WILL LOSE KENYA'S PRESIDENTIAL RACE AGAIN

All else being equal, Prime Minister Raila Odinga would have easily won Monday March 4 elections and become Kenya's 4th President - after all half of the country once believed that Mr. Odinga was robbed of victory in 2007 and this would be the moment to right the injustice and restore to him what rightfully belongs to him. However, even a perfunctory review of Mr. Odinga's political odyssey since 2007 and current fortunes tell is a tale of a man who has lost his mojo, caught up with age, made up several critical mistakes over the last 5 years and lost his once colossal support as a consequence. There is no doubt that Odinga is still a formidable adversary to his political opponents but his potency has been severely eroded in the five years he has been the Prime Minister. Here are some of the reasons why he will not win next Monday.
i. Odinga has lost support he once enjoyed among major voting blocks,
specifically in Rift valley among the Kalenjins and Western among the Luyhas.
First, was virtually tied with Kibaki in 2007, his margin of loss in 2007 was
very slim, a mere 200,000 votes less than Kibaki. In 2013, Raila has lost
more support than he has gained, way more than the 200,000 he needed to close
the gap. Both losses were avoidable, especially in voter rich Rift Valley.
Kalenjins, led by Ruto distrust Odinga because of his alleged betrayal of the
community when he fell out with William Ruto and the eviction of poor peasants
from the MAU. Odinga mishandled the evictions and his recent attempt to resettle
the peasants was a little too late because it came across as an insincere
political ploy to win votes and the locals were being treated as political
pawns. Needless to say, he failed to win back that critical constituency. The
most telling sign of the depth of Raila's loss of support in Rift Valley was in
2010. Mr. William Ruto who engineered Mr. Odinga's victory in the
community almost to every voter in 2007, led the community to vote against the
new constitution, clearly the man still has a lot of sway in Rift Valley which
translates into at least a Million votes. So formidable is Ruto's dominance
among the Kalenjins that once Raila supporters such as Roads Minister Franklin
Bett as abandoned his parliamentary run to avoid embarrassment at the polls.
Among the Luyha, Mudavadi's split from Raila also means Raila will lose plenty
of votes, after all, the country is still polarized along tribal lines whether
we like it or not. Raila hasn't filled the deficit by any replacement of
the votes he lost both in Rift valley and Western, if anything he has
hemorrhaged even much more support.

ii. For each of the PENTAGON members who left his 2007 coalition it will cost Raila votes on Monday and the
last I checked, practically everyone of them left. William Ruto, Norman Nyagah,
Charity Ngilu, Najib Balala, Musalia Mudavadi- all of them left. This is a sign
of a man who is not trusted even by the closest of associates. They accused him
of all sorts of malfeasances including being undemocratic, dictatorial and
untrustworthy. Raila failed to replace those folks with equally
influential leaders and as a consequence his once formidable national party of
ODM was relegated to a regional party that needed a coalition of several others
including that of his onetime arch enemy Kalonzo Musyoka's WIPER party. The
point is ODM and Prime Minister Raila are in a much weaker position than they
were in 2007.
iii. The stigma of the 2007 PEV still remains and hangs on the
Prime Minister like a tick. Whereas PNU, the protagonist party considered
equally responsible for the PEV is practically non-existent, ODM has stayed on
albeit also much weaker. Whereas this resilience is admirable it comes at a
price, the vestiges of violence have attached to ODM as we witnessed over the
years particularly during the nominations. Each violent act (and there were
several) by ODM reminded Kenyans of the PEV and scared away would be supporters.
From stoning Raphael Tuju, manhandling Miguna Miguna to several instances of
stone throwing and even murders during the nomination in ODM simply means
ODM has not shunned its violent ways. Even recent campaign trails across
the country have been marked with endemic violence and Raila doesn't seem
to be in control anymore. People seem to have lost respect for JAKOM even in his
own backyard of Luo Nuanza, in Homabay, Kisumu, Siaya, Migori, etc. These
episodes were unheard of before 2007 PEV but now they are commonplace and
synonymous to ODM.
iv. Raila has failed to live up to his well-crafted image of a democratic leader. This was very pronounced
in the recently concluded primaries/nominations of candidates for elective
office. ODM's nominations exercises were mishandled worse than in 2007. The
Prime Minister was accused of imposing his family and relatives on the
electorate, from his brother Oburu Odinga, his cousin Jakoyo Midiwo, to
his sister and many other close relatives and friends. It got so bad in Luo
Nyanza that for the first time the folks in Luo Nyanza openly rebelled against
Raila Odinga, something that would be unfathomable a few years ago. The Prime
Minister was accused of nepotism and imposing his will on the people and this
further hurt his chances on March 4, even after he tried to delink himself from
the shenanigans, damage was already done.
v. The Tyranny of Numbers- truth be told Mutahi Ngunyi's assessment about the numbers was spot on. The Prime Minister can only ignore him at his own peril. Kenya today remains an ethnically polarized
society. Not ideal but it is what it is. Large blocks in Central Kenya
(GEMA) will follow traditional voting patterns and vote in large numbers for
Uhuru. Add to that the Rift Valley vote that left Raila and a split
primarily between Raila and Uhuru in the rest of the country and Uhuru
emerges the clear winner, if not straight up in round one, certainly in
round two.
        vi. A dismal development record, The one good thing Raila has
going for him is a good campaign machine that amplifies and embellishes a lot.
To the common voter, Raila was responsible for the new constitution (factually
untrue), infrastructure, expanded democratic space, hospitals, CDF and just
about everything that is right in Kenya. The problem is nobody can back up these
claims, if you ask the people of Kibera one simple question, " are you better
off or worse off today with Raila Odinga as your leader over the last 20
years"? The answer would be "NO"! On the other hand, if you ask the folks
in Katanga the same question about Peter Kenneth, they will tell you "YES"!
Raila talks but his performance is way lagging. If he has failed to improve the
lives of the Kibera residents for as long as he has been their leader, how will
he improve the country as a whole?
vii. And then there is the
small matter of the ICC. All the candidates have taken advantage of Mr.
Kenyatta's circumstances at the ICC for political mileage but none more so than
his closest rival Raila Odinga. Mr. Odinga is a good man, I have no doubt he
means well for Kenya but his obsession with Uhuru's case at the ICC and
persistent scheming to have Uhuru removed from the race has encumbered and
severely hurt his campaign. Mr. Odinga started with calling for the arrest of
Mr. Kenyatta soon after the latter returned from The Hague, claiming that Uhuru
was inciting the public against the ICC when in fact Kenyatta was seeking public
prayers; his surrogates tried repeatedly to cause civil unrest so they can blame
Uhuru. Soon thereafter Odinga's cousin Jakoyo Midiwo claimed that Uhuru had
plotted to assassinate Odinga in two weeks; of course that was a lie. Then it
was Gitobu Imanyara's turn- he told the nation that Mungiki waylaid him on his
way home at night and forced him to sweat allegiance to Uhuru Kenyatta three
times while facing Mount Kenya, all these ruses were designed to bait the ICC
into issuing arrest warrants against Mr. Kenyatta and to accelerate the trial
date to remove Mr. Kenyatta from contesting the presidency. The ICC caught on to
these diabolical schemes and wisely removed itself from the mix, it refused to
issue arrest warrants and instead set the trial date after the elections. After
these plans failed, these folks then went on to plan 1000 and tried to use a yet
to be enacted law under chapter 6 of the constitution on account of Uhuru's
integrity, the case was filed by the same civil society groups who coached and
bribed Mungiki witnesses to bear false witnesses against Uhuru at the Hague. In
short, the failed to stop Uhuru because the court refused to be politicized even
with the Chief Justice Willie Mutunga inserting himself in the politics the with
unproven claims by that Mungiki threatened the courts with death if they ruled
against Uhuru, I mean the brazenness of these officials to smear Mr. Kenyatta is
breathtaking. If it is true that Justice Mutunga used his position to advance a
political agenda of any of the candidates, it would be yet another unmitigated
misuse of office and the judiciary and I will leave that alone that for now. My
point is that Raila squandered a great opportunity to close the deal with
Kenyans by focusing his energies of tearing down Uhuru Kenyatta.
I think that
Raila, with his great oratory skills and infectious charm that connects with
ordinary folks should have used it to promote his own vision and promote or
defend his record in government and avoid disparaging Uhuru at every turn. He
took the exact opposite route instead and co-opted a lot of people along the
way, that strategy has failed miserably at every turn and in fact helped Mr.
Kenyatta tremendously. Raila could have closed the loose ends on issues such as
infrastructure, defend his development record in Kibera, explain to Kenyans how
he would end nepotism while defending his own record on the same. He could have
tried to democratize his ODM and stave off the kind of rebellion against him
from his own hometowns for trying to impose his family and friends on the
people. He should explain why chaos seem to follow him all over he goes and why
folks seem to have lost confidence and respect for him, why he can't seem to
keep any friends for longcoalition together and why the ODM Pentagon broke
up? He could have told us how he will end corruption and defend the vice
in his own office for such things as the maize scandal and Kazi kwa Vijana. He
chose not to and that will cost him the election.
