Dar es Salaam. With nine months left on his contract of service the Inspector General of Police (IGP) Saidi Mwema has supposedly turned down an offer that would have seen him stay on as the chief of police until 2015.
The 59 year old is expected to officially retire in July next year when he turns sixty. He has been at the helm of the Tanzania Police Force (TPF) since March 2006.
A confidential source told The Citizen on Sunday that Mr Mwema has said no to a contract extension that would have seen him stay on as the IGP until President Jakaya Kikwete's second and final term in office comes to an end, in 2015.
Our source revealed that extramural efforts were made to persuade the police boss to stay on as TPF head honcho.
Mr Mwema is said to have rebuffed any attempts to keep him at the helm of the law enforcement agency, which has come under fire over a recent spate of civilian killings during political demonstrations.
The police chief will neither deny nor confirm these reports. When this reporter asked him for comment Mr Mwema said he has no plans to discuss his personal affairs.
"This issue is private, it is personal" he said. "I absolutely have no plans to discuss my retirement (today). I will only do that when the time is right."
Asked whether he really said he would not work on contract anymore the IGP stuck to his script, only adding that he has worked tirelessly to instil a sense of professionalism in the police force.
"It (the question) does not change what I told you earlier," he said, adding "Whether I continue to serve or not – that is my private business and should be treated as such," said the Inspector General.
When reached for comment State House said it was not aware of any of these developments, and officials reiterated that such details will only be known in due course.
"I don't have any information about his (Mwema's) retirement plans or whether he is or is not extending his service contract," said the Chief Secretary Ambassador Ombeni Sefue on the phone from New York.
"If he retires in July next year (then) he still has months to serve. These things will definitely become known," he said.
The soft spoken IGP whose appointment was received with much public applaud is credited for steering the police force through a tumultuous period when public confidence was at an all-time low and when pressure for closer scrutiny of police activity was mounting.
President Kikwete offered him the top police job following the 2006 retirement of long-serving administrator Omar Mahita amid growing public frustration over police inefficiencies at a time when violent crime was on the rise in Tanzania.
Mwema, who before his appointment worked as the head of Interpol's Sub-Regional Bureau (SRB) in Nairobi, promised to overhaul police services and to work on regaining public trust in the face of increasing lawlessness. He pioneered concepts such as community policing and brought the force to new heights in professionalism and as a model for modern law enforcement.
However, his critics say in recent months the IGP has been losing his grip on the boys in uniform and that his plans to turn the police force around have fallen apart due to what they call "political interference."
Said an analyst who requested anonymity: "He is the most professional IGP we have ever had (and) he would have done greater reforms had the politicians above him allowed him to do so."
The recent wave of civilian deaths at the hands of police officials have cast a particularly dark cloud over Mr Mwema's tenure. The brutal killing of Iringa TV journalist Mr Daudi Mwangosi has particularly tarnished the image of the police services.
"The force is rotten. Even if (Mr Mwema) had the urge to continue serving the people circumstances would have forced him to turn down the (job) offer," said our anonymous analyst. Firebrand politician and the MP for Vunjo (TLP) Mr Augustine Mrema told this reporter he believes Mr Mwema's supposed decision to turn down the job offer is the right career move for him.
"The sooner Mwema retires, the better it is for his credibility. He will be remembered as the IGP that did a world of good," said the Vunjo representative.
He was, however, quick to point out that Mr Mwema's tenure was marred by "the worst violations of human rights and the worst incidences of civilian killings."
Mr Mrema, who served as the minister of Home Affairs during Ali Hassan Mwinyi's tenancy in the presidency advises the IGP to cut his losses and move on.
"I would advise him to not take (Ikulu's) job offer, those who want him to continue serving under these circumstances do not wish him well," he said, adding that politicians have and will always find a way to outmanoeuvre the police boss when they want to use the force to crack down on civilians.
The Legal and Human Rights Centre (LHRC) estimates that around 209 people have been murdered by the police between 2005 and early this month. A United Nations report from October last year ranks Tanzania number 10 in a list of countries with the worst incidences of police killings across the world.

MALAWI – TANZANIA (TANGANYIKA AND ZANZIBAR) BOUNDARY

I. BRIEF SURVEY
Historically the political status of the states adjacent to the present Malawi - Tanganyika
and Zanzibar boundary has changed numerous times. The boundary was established
initially to delimit territorial claims between British and German spheres of influence in East
Africa. In 1890, an Anglo - German agreement1 delimited generally the territories of the
two European states between Lake Tanganyika and Lake Nyasa and in the latter body of
water.2 The present alignment of the boundary between the lakes was not determined in
detail until decisions were reached by a joint boundary commission in 1898 and an
agreement was signed by the United Kingdom and Germany in 1901.

In effect between World War I and the independence of Tanganyika in 1963, the boundary
was interterritorial in scope with British administered states on both sides. The boundary
as previously established was accepted by the Republic of Tanganyika, now the United
Republic of Tanganyika and Zanzibar,3 and the Republic of Malawi4 upon their
independence.

As race stands, Obama within reach of second term

To overtake Obama, Romney would need to quickly gain the upper hand in nearly all of the nine states where he and Obama are competing the hardest.

Polls show the president with a steady lead in many of them as Romney looks to shift the dynamics of the race, starting with their first debate Wednesday in Denver.

"We'd rather be us than them," says Jennifer Psaki, an Obama spokeswoman.

But Romney's political director, Rich Beeson, insists, "You still have an incumbent who's going to have a hard time getting over 50 percent in a lot of these states."

If the election were held today, an Associated Press analysis shows Obama would win at least 271 electoral votes, with likely victories in crucial Ohio and Iowa along with 19 other states and the District of Columbia. Romney would win 23 states for a total of 206.

To oust the Democratic incumbent, Romney would need to take up-for-grabs Florida, Colorado, Nevada, North Carolina, New Hampshire and Virginia, which would put him at 267 votes, and upend Obama in either Ohio or Iowa.

The AP analysis isn't meant to be predictive. Rather, it is intended to provide a snapshot of a race that until recently has been stubbornly close in the small number of the most contested states.
It is based on a review of public and private polls, television advertising and numerous interviews with campaign and party officials as well as Republican and Democratic strategists in the competitive states and in Washington.

In the final weeks before the Nov. 6 vote, Obama is enjoying a burst of momentum and has benefited from growing optimism about the economy as well as a series of Romney stumbles. Most notably, a secret video surfaced recently showing the Republican nominee telling a group of donors that 47 percent of Americans consider themselves victims dependent on the government.

To be sure, much could change in the coming weeks, which will feature three presidential and one vice presidential debate. A host of unknowns, both foreign and domestic, could rock the campaign, knocking Obama off course and giving Romney a boost in the homestretch.
Barring that, Romney's challenge is formidable.
Obama started the campaign with a slew of electoral-rich coastal states already in his win column. From the outset, Romney faced fewer paths to cobbling together the state-by-state victories needed to reach the magic number.

It's grown even narrower in recent weeks, as Romney has seen his standing slip in polls in Ohio, with 18 electoral votes, and Iowa, with six. That forced him to abandon plans to try to challenge Obama on traditionally Democratic turf so he could redouble his efforts in Ohio and Iowa, as well as Colorado, Florida, New Hampshire, North Carolina, Nevada and Virginia.

Romney is hoping that come Election Day, on-the-fence voters tip his way. But there are hurdles there, too.
Early voting is under way in dozens of states, and national and key states surveys show undecided voters feel more favorably toward Obama than Romney.
The Republican is in a tight battle with Obama in Florida, as well as Colorado, North Carolina and Nevada.
But Ohio's shifting landscape illustrates Romney's troubles over the past few weeks.
Republicans and Democrats agree that Obama's solid lead in public and private polling in the state is for real. Over the past month, the president has benefited from an improving economic situation in the state; its 7.2 percent unemployment rate is below the 8.1 percent national average. Obama's team also attributes his Ohio edge to the auto bailout and GM plant expansions in eastern Ohio.
Obama and his campaign have hammered Romney on his tax policies, arguing that the former Massachusetts governor favors the rich while the president as a defender of everyone else.

The president has seen the same good fortune in Iowa. A poll released Saturday by The Des Moines Register illustrates his advantage, showing Obama with 49 percent to 45 percent for Romney. The margin of error was plus or minus 3.5 percentage points.

"It's a direct result of the time and resources he's been forced to spend here," Iowa Republican strategist John Stineman said.

Indeed, Obama intently focused on the state ahead of an early voting period that began last week. He campaigned in Iowa aggressively this summer and dumped in a ton of TV advertising, much of it depicting Romney as wealthy and out-of-touch with working Americans.

Obama doesn't just have the wind at his back in those states.
The president also appears to be in stronger shape than Romney in Virginia, which has nine electoral votes, and in New Hampshire, with four votes, even though Romney vacations often in the state where he has a lakeside home. Romney and GOP allies are being outspent in that state considerably, a sign of trouble for the Republican challenger.
Underscoring his challenges, Romney also has been forced to spend millions of dollars a week defending himself in North Carolina, a GOP-leaning state that's more conservative than most of the states that will decide the election.
Polls now show a competitive race there. Democrats boast of having registered 250,000 new voters in the state since April 2011. It's an eye-popping total in a state that Obama won by just 14,000 votes four years ago. A flood of new voters, presumably a chunk of them Democrats, could help keep that state within Obama's reach this year.
Also, Romney's effort to challenge Obama in Democratic-leaning Wisconsin, home state of running mate Paul Ryan, appears to have fizzled. Despite millions of dollars spent on TV in the last few weeks by both sides, polls show Obama with a clear lead in Wisconsin.
Romney's goal of forcing Obama to defend Michigan — Romney's native state — and Pennsylvania never materialized.
"The big strategic moment coming out of the conventions in my view was whether or not Romney and his campaign could succeed in expanding the parameters of the battleground," said Tad Devine, a top adviser to 2000 Democratic nominee Al Gore and 2004 nominee John Kerry. "They have not been able to do that."

All this has left Romney with an extraordinarily tight path and few options but to bear down in the states where he is competing aggressively. Time, though, is running out.

As Malawi and Tanzania grapple with finding solutions to the Lake Malawi boundary wrangle, Downing Street memos on the issue during the Hastings Kamuzu Banda era we have seen build a strong case for Malawi.

The memos were written in the 1960s when the dispute first surfaced after then Tanzanian president Julius Nyerere wrote London, complaining about Banda's "expansionist" policy that was claiming the whole of Lake Malawi when, according to Tanzania, it was supposed to be shared equally.

Archived communication we have seen from Number 10 Downing Street—Britain's Prime Minister's office in London—asserts that Tanzania cannot apply international law to claim the lake.

"The present border between Malawi and Tanzania was first defined and described in Anglo-German Agreement of July 1 1890, which established the limits of the British and German spheres of influence in the area.

"By that agreement [and the Anglo-Portuguese Agreements of 1890-3], the whole of Lake Nyasa was deemed as belonging to the British sphere of influence and the border where it touched the lake, ran down the eastern shoreline," reads a 1969 internal Downing Street background note clarifying the border issue.

But Tanzania's position, as outlined recently by president Jakaya Kikwete, is that the Anglo-German Treaty of 1890 that gave Malawi the sole ownership of Lake Malawi was flawed and Tanzania has every reason to demand this to be corrected.

Kikwete, in his August end-of-the-month address to his country, said the Heligoland Treaty—the agreement between then colonial powers Germany and Britain—denies Tanzanians living on the shores of Lake Malawi "their given right to utilise proximate water and marine resources to earn their daily living".

Kikwete, according to a report in The Citizen newspaper of Tanzania published on September 2 2012, argued that the colonial treaty set an unfortunate precedent for Tanzanians yet, on the border between Malawi and Mozambique, boundaries were duly readjusted to give citizens of those countries equal rights of access.

He said the treaty is erroneous because it contravenes international law that requires States to share adjoining water resources.

The 1969 background note followed Nyerere's letter to British Prime Minister at the time, Harold Wilson, dated October 21 1968, in which he expressed concern that Malawi's president Banda had announced on September 16 1968 that he was putting patrol vessels on Lake Malawi.

Nyerere had claimed in his letter that the press reported that Britain was supplying three gun boats for that purpose.

He said Banda had also put a vessel on the lake fitted out with arms for him by the Portuguese.

An internal letter to a superior by a Downing Street official, a Mr. Waitland, attached to the background note, said:

"With reference to your letter to David Erighty of October 15, I enclose a redraft of the reply to President Nyerere's letter to the Prime Minister of September 24 about the border dispute between Malawi and Tanzania."

The letter made two landmark conclusions, the first one being:

"It is doubtful whether Tanzania's assertion—as expressed in paragraph 4 [four] of Nyerere's letter to the Prime Minister…that the boundary between the two countries is in the centre of Lake Malawi—could be sustained in law, since the principles of international law, to which Nyerere appeals, could hardly be applied, whereas in the Anglo-German Agreement of 1890 about this particular boundary, one of the riparian States concerned has agreed with the other that the lake lay outside its boundaries," reads the letter.

This position notwithstanding, the memo points out that it might be argued that the definitions of the agreement of 1890 are in terms of "spheres of influence and that these may not necessarily entail definitive territorial boundaries."

The second conclusion was "that the Tanzanians would have a stronger case for a redefinition of the boundary if they had based this on grounds not of international law, but of equity."

The communication we have seen further shows that the 1890 Anglo-German Agreement was maintained when the Protectorate of Nyasaland districts was formed in 1891 and also in 1893 when the protectorate was renamed British Central Africa and in 1907 when it was renamed again as the Nyasaland Protectorate.

According to the communication, when the British role was established in German East Africa and renamed Tanganyika after the treaty of Versailles in 1918, under mandate from the League of Nations, Tanganyika's border on Lake Nyasa on the eastern shoreline continued to be of the former German colony.

"This continued to be the case when the British mandate over Tanganyika was continued in the form of a United Nations Trusteeship," reads the communication.

In the documents, Britain also highlighted sources of confusion over lake's boundary.

"All the above territorial definitions rest on the terms of the Anglo-German Agreement of 1890, since subsequent Orders in Council, etc. have tended to describe the territories as "bounded by German East Africa" [for Malawi] and the "Nyasaland Protectorate" [for Tanzania]," says the communication.

It adds that further confusion arises out of German and British maps of the area which are inconsistent.

"The German maps of 1904 and 1913 show the boundary running along the eastern shore of the lake, but one of 1918 shows it as being the median of the lake. The Colonial Office Map Supplement of 1948 gives the border on the shoreline for its map of Nyasaland, and the middle of the lake for its Tanganyikan counterpart," reads the communication.

The most blatant error, according to the communication, is contained in the map included in the White Paper issued in 1953 on the conference on the Federation of Southern Rhodesia, Northern Rhodesia and Nyasaland, which shows the border running down the median of Lake Nyasa between Nyasaland and Tanganyika.

The Malawi-Tanzania border resurfaced this year following Capital Hill's licensing of a firm to explore oil on Lake Malawi.

Tanzania now wants a chunk of the water body, which led to negotiations—first in Tanzania then in Malawi last month. The talks were inconclusive.

Malawi now wants to take the matter to the UN International Court of Justice after the talks in Mzuzu last month failed to resolve the matter, according to Foreign Affairs and International Cooperation Minister Ephraim Chiume.

But Chancellor College international law expert, Dr. Mwiza Nkhata, said in an interview soon after the talks that the world court would not automatically decide on the matter because Tanzania did not give compulsory jurisdiction to the court on interpretation of treaties and questions on international law.

On the Tanzania side, the Mzuzu talks were led by Chiume's counterpart, Bernard Membe. That meeting resolved that they should try diplomacy to end the wrangle and that the Attorney Generals of the two countries should interpret Article 1 (2) (IV) of the Anglo-Germany Treaty.

The two countries were expected to meet in Tanzania this month for more talks.

But on Thursday this week, Information Minister Moses Kunkuyu said the meeting the two countries were scheduled to have this September have not yet taken place.

Kunkuyu said there is no latest development on the mater.

He supported the memo's content, saying it has been Capital Hill's conviction that the whole lake belongs to Malawi.

[wanabidii] Are secret intelligence operations compatible with democracy?

Are secret intelligence operations compatible with democracy? Or is secret intelligence a necessary evil that democracies must tolerate in order to survive in a hostile world?

Even today there are some officials and scholars who argue that democracy is fundamentally incompatible with intelligence. Even some advocates of a strong intelligence community accept this argument. Such assertions are common but are rarely subjected to rigorous analysis. To answer the question, we borrow a few ideas from political economy and address three issues: (1) What are the essential features of democracy? (2) What are the essential features of an effective intelligence organization? (3) If intelligence operations do require special restrictions on the democratic process, are they significantly different from other accommodations we make in democracies?

What one finds is that the accommodations in the democratic process necessary to run an effective intelligence community consist mainly of two kinds: restrictions on participation in decision making and restrictions on information. One also discovers, however, that such restrictions are not unique to intelligence. Other kinds of government activities require similar restrictions. Indeed, such concessions are routine and often occur as a natural by-product of democratic politics.

This is important because it suggests that intelligence is not a "necessary evil" that democracies must engage in. Intelligence policies are not fundamentally different from other kinds of policies, and intelligence operations are not inherently different from other kinds of operations democracies carry out.

The real issue is how intelligence policies are made. It is possible to construct rules that meet the special needs of effective intelligence but that impose restrictions on information and participation that are not much different from restrictions one finds elsewhere in democratic governments.

Necessary Conditions for Democracy

The most important requirement for a government to be democratic is that it hold fair elections. Ideally, elections should be held at predictable intervals and all adult citizens should have the right to vote (with the possible exception of, say, convicted felons and those who are mentally incompetent).

Voting is fundamental to democracy because it is the main mechanism through which citizens can influence the actions of their government. Petitions, public demonstrations, and lobbying are also important. But what gives all these other tools weight is the ability of citizens to replace current officials with people who will carry out different policies.

Many political rights linked to democratic government are closely linked to the ability to conduct fair elections. For example, free speech allows candidates to offer alternative platforms for voters to consider. Similarly, transparency (the idea that policies should be made in public) allows voters to link officials to their actions so they can decide whether to vote for those officials in the future. And so on.

But to understand fully why voting is important to democratic government, one first must understand why democracy is desirable in the first place. As the late political scientist William Riker observed in his book Liberalism against Populism, democracy can guarantee only two things: (1) that voters dissatisfied with current policies will have an opportunity to propose an alternative at some certain time in the future and (2) that representatives of different political views will have a chance to compete in fair elections. That's the primary benefit of democracy: It prevents bad policies from getting locked into place and promotes the free flow of information that is essential for this process to work. In a democracy, citizens can always organize, mobilize, and bargain—that is, use information—so that, in time, they can replace the status quo with something else.

This might sound like a weak argument for democracy, but it is a landmark in the development of civilization. Any citizen has a chance to peacefully change government policies, decreasing the likelihood of war or revolution. The democratic process also makes it possible for a society to draw on a deep, broad reservoir for new ideas.

Necessary Conditions for Effective Intelligence

On the other hand, once one begins to toss around terms like free expression and transparency—necessary conditions for democratic government to work—one starts to sense why intelligence might be incompatible with democracy. Before leaping to that conclusion, though, one must first think more rigorously about what conditions are necessary for effective intelligence.

Although people often use the term casually, intelligence is different from the other kinds of information used by policymakers, warmakers, peacemakers, and other officials. At least two properties make intelligence different from ordinary information: scarcity and exclusivity. Intelligence is not free for the taking nor is it in unlimited supply. Rather, intelligence is usually hard to come by because it is costly to collect or difficult to analyze and because often your opponent does not want you to have it. In addition to its scarcity, the exclusivity of intelligence means that an intelligence consumer can keep others from having it by controlling its distribution.

Scarcity and exclusivity not only define intelligence but are essential for its effectiveness. The goal of intelligence is to obtain an advantage over your adversary—to stay one step ahead of him—so that you can elude, evade, defeat, or kill him.

Like most important concepts, the idea of an "information advantage" has a variety of roots. In part, the idea comes from organization and management theory. But the military use of the concept is often attributed to John Boyd, an American fighter pilot. Boyd described a decision he called the "OODA loop" for the four steps it incorporates: observe, orientate, decide, and act. Boyd is something of a cult figure among many military thinkers, and his ideas have been incorporated into American military doctrine. Today, getting to the end of your decision loop is more important than ever because weapons are so deadly that whoever gets to the end of his or her decision loop first wins. Intelligence is one of the most important means for achieving this.

Thus, for intelligence to be effective it must be not only timely and accurate but more timely and accurate than whatever your adversary has. Universally available information puts everyone on a level playing field, but intelligence tilts the field in your favor.

This is why intelligence requires secrecy. Intelligence is valuable because of the advantage it offers, and secrecy is often necessary to protect that advantage.

Now the challenge of operating an intelligence organization in a democracy becomes clear: Voting is essential for democracy; freedom of information is essential for voting; but free-flowing information defeats the functions of intelligence. Or, to put it another way, information is the engine that makes democracy work, whereas the effectiveness of intelligence depends on restricting the flow of information.

Secrecy and Democracy

Can a government impose the secrecy that intelligence requires and still legitimately claim to be a democracy? One way to address this question is to ask how much secrecy usually exists in a democracy.

In fact, secrecy is more common in democratic governments than one might think. Indeed, some of this secrecy is necessary for democracies to function.

Direct popular democracy is rare, especially at the level of the federal government. The most obvious reason, of course, is that national referenda are usually impractical in the modern state. There are too many people and too many issues to be decided. Yet, even if it were possible to overcome these mechanical and logistic hurdles, almost all democracies would still have segmented, indirect democracy. A natural tendency in all democracies is for people to organize themselves into groups for mutual advantage, such as political parties. In addition to parties, there are also political action committees, lobbying groups, campaign organizations, trade unions, and industry and professional organizations. A similar process occurs in most legislative bodies: Every parliament and congress in a functioning democracy has caucuses and coalitions.

As a result, democracy almost always consists of a multistep process, and the bodies that exist at every step have the potential to control information—and many of them do. Political campaigns plan strategies in secret; in the United States, in fact, there have been several scandals in which one party or candidate stole confidential planning papers from his or her opponent. Legislative committees often meet in closed session, as do party caucuses. Similarly, within the executive branch, most cabinet meetings are closed to the public. Departments and agencies often operate in private, except in the case of public hearings. Contractors often negotiate agreements with government agencies in private to protect intellectual property. In the Supreme Court, the only parts of a proceeding that are held in public are the oral arguments.

In fact, left to their own devices, participants in the democratic process choose secrecy at least as often as they choose openness. That is why many state assemblies in the United States have passed "government in the sunshine" legislation and why, at the federal level, Congress passed the Freedom of Information Act.

People often accept secrecy because they believe in many cases that a person's right to privacy trumps the public's right to know. In some cases, secrecy is necessary because government administration would otherwise be too chaotic. In yet other cases, there is general agreement that parties or candidates should be allowed to plan and organize in secret. But does this secrecy destroy the democratic process? In most of these cases, people agree that they can tolerate considerable amounts of secrecy without violating the democratic process too much—assuming that certain conditions are met. This suggests that the secrecy that intelligence requires is not unique, that secrecy is often tolerated as part of government and politics. Moreover, secrecy in itself is not inherently incompatible with democratic government. There are many ways to control the impact of secrecy on democracy. The key question is how to limit the effects of secrecy, which brings us back to why democracy is a desirable form of government.

If we assume that the purpose of democracy is simply to allow citizens to cause their government to adopt a set of policies different from the status quo, the remedies for the effects of secrecy become clearer. Whenever a government agency restricts the free flow of information, what should be in place are built-in mechanisms that

 • Link officials to their policy decisions

 • Make this linkage possible in a timely fashion (at a minimum, policies should not go so far that unacceptable damage occurs before officials are held to account)

 • Periodically turn over the agency's membership and, if possible, ensure that a diverse range of people takes part

Some of the practical measures that governments can adopt to ensure that these conditions are met include

 • Limiting the amount of time facts can be kept secret

 • Establishing specific guidelines defining when information can be classified and withheld

 • Limiting terms both for legislators serving on oversight committees and for top officials

 • Giving both executive branch officials and legislative bodies the authority to release secrets under well-defined procedures that hold both accountable for their decisions

 • Providing citizens the opportunity to petition for the release of secrets and establishing a mechanism by which an impartial party can decide whether to grant such a petition in a timely fashion according to objective criteria determined by elected officials

The current oversight system for U.S. intelligence includes all these elements. Their effectiveness in practice has been uneven, but, in principle, they provide an approach for reconciling democracy and secrecy and, thus, intelligence.

Democracies are not strangers to secrets. Protecting secrets when appropriate, disclosing secrets when proper, and managing secrecy are all normal parts of the democratic process. The same principles that are used to strike a balance among competing interests in a democracy can be used to oversee intelligence secrets as well.

Kwa muda sasa mara baada ya tukio la mauwaji wa mwanahabari Daud

Hivi sasa limekuwa likionekana likipita bila mhusika anatakiwa

Katika kautafiti kadogo kalichofanya kwa juma moja na nusu gari la
RPC huyo si jioni wala asubuhi limekuwa likionekana na dereva tu
anayeendesha mwenyewe bila ya kuwepo mkuu wa kazi ambaye ndiye
RPC.

Huku mitaani watu wakiumana sikio kuwa ah pengine Mh RPC wa Iringa
anaogopa ata kuonekana kwa watu mara baada ya tukio hilo. Wengine
wakisema aha jamani yule ni kamanda jamani haogopi kitu pengine
kasafiri tu.

Jumamosi, 29.09.2012 Nathan Mpangala nilipata nafasi ya kutembelea watoto wanaosumbuliwa na saratani katika Hospitali ya Taifa Muhimbili ili kuwapa zawadi na kuchora nao kama sehemu ya kuadhimisha miaka sita ya KIBONZO, kinachorushwa ITV na pia ni sehemu ya shughuli za kijamii baada ya kupata tuzo ya uchoraji bora wa katuni, 2011 niliyopewa na Baraza la Habari Tanzania.


Malengo ya ziara hiyo yalikuwa;


 (i) Kutoa msaada kwa watoto.

(ii) Kuchora katuni pamoja na watoto ili kusaidia kuwaondolea unyonge, wasiwasi, na kuwafanya kutoyaogopa mazingira ya hospitali kwani katuni zinachekesha.

(iii) Watoto watapata fursa ya kueleza hisia zao kuhusu saratani kupitia katuni hivyo kupeleka ujumbe kwa jamii kuupa ugonjwa huu uzito sawa kama upewavyo malaria, ukimwi nk.


Nawashukuru ndugu, jamaa, marafiki na mashabiki wa mbalimbali wa katuni walioniunga mkono katika zoezi hili.

Katuni zina mchango kiafya. Huchangamsha akili na kupunguza msongo wa mawazo. Kwa mgonjwa, tabasamu ni jambo muhimu sana.
